EXHIBIT A
CITY FACILln' NAMING POLICY
6 1. INTRODUCTION
It is the City of American Canyon's goal to establish a uniform policy to name and rename City Facilities, which is broadly defined to include parks, parklands, trails, open spaces, facilities, monuments or landmarks, and parking lots. The naming of a City Facility is a significant decision that can have social, historical, and cultural implications. The City of American Canyon strives to identify names for City facilities that best reflect the significance of a feature and the community it serves, while also ensuring a worthy and enduring legacy for the City's parks and recreation system. This policy does not cover the naming of new streets that are being considered within the development of a new subdivision, this occurs through the City's planning process and ensures that engineering and public safety criteria are met.

2. PURPOSE
The purpose of this policy is to establish a criteria and a process to guide the naming of City Facilities and ensure that names honor places, history, persons, organizations, events, and natu ral environments that focus on local American Canyon significance and may also reflect California or natural names when appropriate. It is the policy of the City to reflect the principles of diversity, equity, and inclusion in the naming process. Facility names should reflect everyone in the American Canyon community and intentionally broaden representation.

3. NAMING CRITERIA
In selecting the name for a City Facility, the following criteria shall be used. Please note the criteria are not listed in a particular order, and a name is not required to meet all the criteria listed below.
a. Names should reflect diversity, equity, and inclusion and be representative of the American Canyon community. Names should intentionally broaden the representation of people in our community.
b. Names should prioritize local American Canyon significance, however, names that reflect California or a national lens may be considered. c. Names should be appropriate to the facility by reflecting the expression of the place (its topography, geology, etc.), history, flora and fauna, and use of an area . d. Geographic location.
e. Park features: natural or constructed ( wildlife, lakes, memorials, etc.). f. An adjoining subdivision, street, school, or natural feature. No City Facility shall be given the same name as an existing school site or public facility, except where the site abuts one another.
g. A commonly recognized historical event, group, organization, or individual ( living or deceased).
h. Any individual who provided outstanding accomplishments for the good of the community. Quality of the contribution, length of service, and other factors should be considered.
7 i. Any individual who provided an exceptional service in the interest of the park system.

When naming a City Facility after a person or group, an in-depth description of the contributions to the City must be provided.
j. A City Facility may be named after an individual { living or deceased) or organization that contributed significantly through sponsorship, donation, services, or monetary contribution, or through a lasting significance to the acquisition of the piece of land, planning, development, construction, or renovation of that facility. This shall not constitute an obligation by the City to name the City Facility after the individual or organization.

4. PROCEDURES
The City of American Canyon' s Parks and Recreation Department will conduct public engagement and outreach opportunities, including soliciting input from American Canyon residents, and holding public meetings with the Parks and Community Commission and City Council. The timeframe for naming a City Facility is estimated to take approximately 4 to 6 months,
a. Any American Canyon residents, business owners, or organizat ions may submit a request to name or rename a City Facility to the City Manager by completing the City Facility Naming Application. In addition, the City Council may direct City staff to initiate the naming process. Such requests will be required to follow this pol icy. b. The City may purchase privately owned property within the City's boundaries. In this case, the City may choose to rename the facility to better fit the use and purpose ofthat facility. If this occurs, the renaming ofthis facility is subject to this policy. c. The Parks and Community Services Commission will serve as the Technical Advisory Committee (TAC).
d. The City of American Canyon's Parks and Recreation Department will conduct a public notification process soliciting community input through the City Facility Application - Applications will be accepted for 30 days. Once the 30 days have concluded, the Parks and Recreation Department will review all submitted applications; qualified applications will be given to the TAC.
e. City staff will prepare a staff report for the TAC that should include the following:
i. Number of quallfied Applications with suggestions.
ii. Background, history, geographical, and/or identifying features of the City Facility.
iii. Document public outreach efforts and community engagement opport unities. iv. Overview of submissions, including the fiscal impact of naming . f. The TAC will review and discuss the qualified application at the regularly scheduled Parks and Commun ity Services ( PCS) Commission meeting - this will be an agenized item and will be subjected to Public Comment. SPECIAL JOINT CITY COUNCIL AND PARKS AND

COMMUNITY SERVICES COMMISSION AGENDA
JUNE 17, 2025

STAFF REPORT

ITEM NUMBER: 2.

TITLE
Work Plan Fiscal Year 2025/26

RECOMMENDATION
Adopt a Minute Order approving the Parks and Community Services Commission Work Plan for Fiscal Year 2025/26.

CONTACT
Alexandra Ikeda, Parks and Recreation Director

BACKGROUND & ANALYSIS
The City Council formed the Parks and Community Services (PCS) Commission in 1999 and adopted the "Parks and Community Services Guidelines" (Attachment 1).

Per these guidelines, the Commission serves in an advisory capacity to the City Council and staff.

Each fiscal year, the Commission develops a Work Plan for the upcoming fiscal year. The Work Plan lists issues and projects to be addressed by the Commission and should be consistent with the Council's adopted goals and priori@es pertaining to parks, recrea@on, and community services. On April 10th and May 8th, 2025, the Commission met with the Parks and Recrea@on Director and developed the draft Work Plan for Fiscal Year 2025/26 (Attachment 3).

For issues and projects that come up during the year that are out of the realm of the approved Work Plan and would require significant staff @me or City funds, the Commission should determine if it is feasible to wait un@l the next year to address the issue or project. If the issue or project should be addressed in the current year, a recommenda@on for modifica@on of the Work Plan will need to be submiDed to the Council for considera@on. This recommenda@on will need to indicate which issues or projects will be postponed or eliminated to accommodate and add the new issue or project to the Work Plan.

Accomplishments
The Newell Open Space Improvement project was completed earlier this year and included a new paved parking lot and an enhanced trailhead. The Wetlands Edge Enhancement project features an outdoor educa@on classroom, a restroom, and interpre@ve garden, and is currently under 138
construc@on. The Northampton Park Shade Canopy and Park Restroom projects, along with the Silver Oak Park Restroom project, are in the design phase. Lastly, the Veterans Park Playground and Surface project is also progressing through the design phase.

City staff engaged RRM Design Group, a consul@ng firm, to assist in upda@ng the Parks and Community Services Master Plan. RRM is currently under contract, and staff held a kickoff mee@ng in January 2025 to discuss the planning process. Addi@onally, RRM met with the PCS Commission on May 8th to discuss the purpose and objec@ve of the project, gathered input through a values-based survey, and responded to questions.

The Commission received a presenta@on on the u@liza@on of City parks and facili@es for community groups and events. Addi@onally, they provided feedback on the Parks and Recrea@on Refund Policy and Skatepark Municipal Code. The revised refund policy was adopted by the Council on March 4, 2025, followed by the adoption of the updated Municipal Code on March 18, 2025.

Since 2023, the Commission has been tasked with the renaming of the "former" Napa Junc@on Elementary School, Community Park I, and Community Park II. Following the Council's adop@on of the Facility Naming Policy on December 5, 2023, the Commission, in collabora@on with City staff, solicited name recommenda@ons from the community. Both the former Commission (whose term ended in December 2024) and the current Commission reviewed the submissions. A formal name recommendation is scheduled to go to the Council on June 17, 2025.

Looking Ahead
The PCS Commission, alongside the Open Space, Ac@ve Transporta@on, and Sustainability Commission, will con@nue the process of upda@ng the Parks and Community Services Master Plan.

This process will include various community engagement opportuni@es through tabling at community events and hos@ng an open house, mee@ng with key stakeholders, and comple@ng a community survey.

As part of its ongoing efforts to enhance the City's parks and recrea@on offerings, the Commission recommends a review and update of Resolu@on 2014-93, the City's Inflatable Play Equipment Policy.

This update would ensure alignment with current safety standards and opera@onal prac@ces.

Addi@onally, the Commission supports the development of two new policies: 1) a fee waiver for drop-in programs serving ac@ve adults to promote accessibility and encourage greater par@cipa@on in recrea@onal ac@vi@es; and 2) the crea@on of a Community Grant Policy with dedicated funding to support American Canyon nonprofit organiza@ons in delivering programs, services, and events that benefit the American Canyon community.

To further ensure the sustainability and growth of the City's parks and recrea@on system, the Commission also recommends exploring a poten@al revenue measure. And lastly, the Commission will provide input on the design of parks and recrea@on projects in the current Capital Improvement Program, and review future projects.

Development Of Yearly Work Plan
Each year, the Parks and Community Services Commission will develop a work plan. The work plan will list the issues and projects to be addressed by the Commission in the coming fiscal year. The work plan should be consistent with goals and priorities adopted by City Council. The work plan must be submitted to City Council for review.

Once the work plan is approved, the focus of the Commission will be guided by the work plan. If issues or projects come up during the year that are out of the realm of the work plan and would require significant staff time or City funds, the Commission should determine if it is feasible to wait until the next year to address the issue or project. If the Commission determines that the issue or project should be addressed in the current year, a recommendation for 3 147
modification of the work plan should be submitted to Council for consideration.

The Commission should recommend what issues or projects on the work plan should be postponed or eliminated due to the proposed new addition to the plan.

Commission Functions/Project and Program Review Guidelines The areas of purview of the Commission could include park improvements and development, park maintenance, open space management, natural resource management, forestry maintenance and management, riparian habitat conditions, environmental health, recreation programming, aquatics programming, transportation needs and services, human services programming and needs, and community services in general.

Parks and Community Services Commissions typically spend a significant amount of time on park development, park and recreation facility use issues and recreation programming issues.

Park and Recreation Facility Plan Review - When reviewing development plans for park and recreation facilities, the Commission should take the following things into consideration:

The type and primary function of the facility (i.e. neighborhood park vs. community or regional park).

Topography and land dimensions.

Accessibility issues (ADA).

Vehicular, pedestrian and bicycle access.

Impact on park neighbors.

Needs of the neighborhood and/or community.

Inventory and location of existing parks and facilities.

Expressed needs and desires of residents.

BUDGET - The Commission is expected to work within the budget adopted by City Council. Some desired improvements might have to be eliminated or phased in at a later date.

Ease of maintenance.

Recreation Programs and Activities When providing suggestions and comments regarding the need for new programs, the Commission should consider the following:

Facility - Is there a suitable and available facility for the activity? Availability of qualified instructor or activity leader.

Existing activities that are the same or similar to the proposed program or activity.

Cost & Revenue - How much would it cost to offer the program or activity what is the potential revenue that could be generated? Can the program or activity be offered within the restraints of the existing budget? 4 148
Does the program or activity meet a need of the community? Are programs and activities being offered that meet the needs of all ages and segments of the community?
Staff time necessary to plan and supervise the program or activity.

The Commission should assist the City by working with local youth and adult sports and recreation organizations to coordinate the use of parks and sports facilities and evaluate the need for additional facilities to meet future demand.

Commissioners are encouraged to periodically volunteer at City special events and activities when feasible. Assisting with events will provide service to the City and provide insights regarding how the events can be improved.

Budget Considerations - The Commission will periodically deal with projects, programs, or assignments that involve budgeted items. The Commission is asked to live within the constraints of the budget, which was approved by the City Council. Recommendations that exceed the adopted budget should not be forwarded to the Council. The Commission may recommend that specific ongoing budgeted items be increased in the next fiscal year.

Staff Relations
Staff members are assigned to provide information and advice to the Parks and Community Services Commission. Just as the City Council does not accept every staff recommendation or every Commission recommendation, it is also anticipated that the Commission may not adopt every staff proposal. Staff members are selected on the basis of their technical knowledge; experience and capability in the Commission's area of responsibility and the Commission shall carefully weigh staff recommendations against other considerations before establishing any position. Occasionally a staff member or the City Manager may appeal a Committee recommendation or action to the City Council, and this action is perfectly proper.

Commissioner Relations
The association between Commission members will be a very important one.

Commissioners come from various backgrounds and probably have different reasons for serving on the Parks and Community Services Commission. Each Commissioner will contribute in his/her own way. Commissioners shall always respect the viewpoint of other Commissioners even though it may be opposite of their own ideas. Commissioners must allow fellow Commissioners to articulate his or her views and then attempt to make an objective evaluation of those views.

Commission member's viewpoints should be based on what is best for the total community and what is best for all concerned.
5 149
Commission Attendance Requirements
Any member of the Commission may be removed from office at any time by a majority vote of the City Council. If a Commissioner is absent from three consecutive regular meetings or from twenty-five percent of the duly scheduled meetings of the Commission within any calendar year, his/her office shall thereupon become vacant and shall be filled as any other vacancy.

Residency
All Commissioners shall be initially and during their incumbencies, bona fide residents of the City.

Conclusion
Service as a Parks and Community Services Commissioner is a highly responsible position. Each Commissioner was selected on the basis of integrity, competence, community service, and positive interest in improving the American Canyon community. By working together, the City Council, City staff and the Parks and Community Services Commission can enhance the quality of life in American Canyon.
