Recommendation: Approve the minutes for the Regular City Council mee&ng held February 3, 2026.
3. Green Island Road Project Design Amendment
Recommendation: Adopt a Resolu&on approving Amendment #10 to Agreement 2016-15 with CONSOR North America, Inc., in the amount of $213,175 for construc&on support and design services, for a total contract amount not to exceed $1,762,205, in conjunc&on with the Green Island Road Reconstruction and Widening Project (TR16-0700).
4. Water Treatment Plant SCADA Upgrade Budget Increase

Recommendation: Adopt a Resolu&on increasing the Water Treatment Plant SCADA Upgrade (WA26-0200) project budget $150,000, from $250,000 to $400,000, and authorizing the City Manager to amend Agreement No. 2025-A161 with Telstar Instruments in an amount not to exceed the project budget.
5. Quarterly Investment Report for City and Fire District for Fiscal Year 2025-26 Quarter 2 Recommendation: Receive and file the City and Fire District’s Treasurer’s Report for the quarter ended December 31, 2025.
6. Annual Comprehensive Financial Report and Year-end Financial Results Recommendation: Receive the draC Annual Comprehensive Financial Report and related communications from the City's external auditor for Fiscal Year 2024-25.
7. Fiscal Year 2025-26 Mid-Year Budget Amendments
Recommendation: Adopt a Resolu&on approving Mid-Year Budget Amendments to Operating Budget for Fiscal Year 2025-26.
