Subject: Amendment to General Plan to Connect Marcus Road to Watson Lane This letter is submitted on behalf of Watson Lane residents to inform the City Council that we strongly oppose amendment to the general plan that would add Watson Lane / Marcus Road Circulation between State Road 29 and Newell Drive.
Although the amendment may provide another way to access Highway 29 it does not provide direct access to Highway 29. It creates other problems, including but not limited to, costs associated with widening the road to allow for safe travel on Watson Lane, and delays in traffic due to trains going across Watson Lane (see attached April 26, 2023 letter to City Council and Planning Commission). Additionally, we ask that you consider the impact of the amendment to residents that have lived on this road for decades and in many cases generations.
Please see attached letter dated April 26, 2023 for detailed information regarding our concerns / comments. This is a copy of the letter that was submitted to the Planning Commission and City Council when this issue was discussed in 2023.

Watson Lane is a charming, quiet, country road with many long-established, multi-generational family properties and families who have resided here for decades ( some for 70+ years) forming a stable, historic and unique community. The petition to extend Marcus Road and connect it with Watson Lane raises serious concerns about the loss of existing quality of life for current residents of this community, by requiring the lane to take on a dramatic increase of traffic, noise and pollution, as well as requiring the city to take a minimum of 15 feet of resident's properties to widen the narrow country lane.
Existing transportation issues already affect Watson Lane as there is a train track that intersects the street at an elevated crossing. At this time trains can cross Watson Lane up to 6 times a day. It is not uncommon for the trains to block the road for 5 to 15 minutes at a time. Depending on the number of cars using Watson Lane, the added traffic could build up on Watson Lane, Paoli Loop and potentially the freeway while waiting for the train to pass. The elevation of this crossing also causes a major issue as presumably with the addition of hundreds of vehicles per day something will need to be done about the dangerous jump in elevation at the top of the railroad tracks, however grading the street to a safer slope or constructing an overpass over the railroad would make it impossible for homes nearest the railroad to access their driveways.
Another major point of concern from widening Watson Lane is the proximity of homes to the lane. Some homes on Watson Lane are already close to the road. How will the proposed encroachment impact these residents? Will the widened road meet city setback requirements? How will the noise level from construction of the road and the dramatic increase of traffic impact residents with their homes so close to the road? How will increased pollution resulting from additional vehicles impact residents? For these reasons and many more, residents of Watson Lane strongly oppose connecting the lane to Marcus Road and making Watson Lane a hub for highway 29 traffic, noise and pollution, as well as the unjust seizing of a minimum of 15 feet of residents properties to widen the lane. We believe that the city and developer should instead go with the original plan of connecting Newell Road to South Kelly Road. This original plan pushes the access road further north on Highway 29, helping alleviate Highway 29 commute traffic much earlier and this plan offers direct access from the area to both Highway 29 and Highway 12. Not only does connecting Newell Road to South Kelly Road make more sense to alleviate traffic for a simpler commute, but the best thing about this proposition is that it has no direct negative impacts to private residences as the connection for this road will intersect through empty fields and not have to rely on adversely impacting the quality of life of residents of Watson Lane.
Please enter this letter into the official public record for all upcoming city council and planning commission sessions regarding the Watson Lane and Marcus Road connection initiatives.

The Watson Lane Conversion project is plagued with both ethical and common sense problems. From the inception of this project the idea of using Watson Lane as a route into and out of the new development has been discussed, and every time it has been acknowledged, that the use of Watson Lane is far inferior to the Newell Extension proposal. None other than the developer himself, Mr.
McGrath stated in an early public meeting on the project that the Newell Extension is the best option for a Northern connection.
Why are we yet again discussing using Watson Lane? Simply put it's because of a lack of funds available to the two parties involved in the original business deal to construct the Newell Extension, both McGrath and the City of American Canyon.
What does this mean? It means because the developer and the City of American Canyon cannot make good on their original deal, the developer is trying other means. These other means, are taking property from the residents of Watson Lane to make his connection. This taking of private property is being portrayed as "for progress", I for one do not find improving one's quality of life by diminishing the quality of another an ethical strategy. Particularly when both parties needs can be satisfied by utilizing other means. It is being insinuated that those who oppose the Watson Lane connection are against progress, or being selfish. This couldn't be further from the truth. We are opposed to it because it involves seizing our property that we have spent decades developing for the growth and well-being of our families. Not to mention the safety, security, and privacy issues this dumps on the Watson residents.
It is also said this connection is "for the greater good". This is a misleading statement. This isn't a question of eminent domain. Why, because it clearly fails that test. The taking of private property to be used for the public good, by law can only be exercised if it is "unavoidable". In the case of Watson Lane this is not only avoidable, per all parties involved, including the developer there is a better option, the Newell Drive Extension.
We ask that the City Council do the right thing, respect the private property rights of the residents of Watson Lane, reject the Watson Lane and Marcus Road connection proposal, and put all resources towards making the Newell Drive Extension a reality.
Please enter this letter into the official public record for all upcoming city council and planning commission sessions regarding the Watson Lane and Marcus Road connection initiatives.

Subject: URGENT: Protect Generational Families from the Forced Annexation of Watson Lane
Dear Council Members and Planning Commissioners,
I am writing to express our absolute, uncompromising opposition to the proposed annexation of Watson Lane and any initiative to connect Marcus Road to our private lane to create a public, high-traffic thoroughfare.
Watson Lane is not just an empty strip of asphalt or a convenient shortcut for developers to exploit. It is private property that has been deeply cherished, protected, and lived on by generations of families who have built their lives and deep roots here. For decades, our families have personally maintained this land, invested in its upkeep, and relied on its security to raise our children and grandchildren in peace. Forcing public roadway through our neighborhood directly violates our property rights and completely destroys the historical legacy of the families who make up the backbone of this community.
We want to make it absolutely clear: We are NOT okay with any of this.
Furthermore, taking away our land and disrupting our peace is entirely unnecessary. The City and developers have other, less invasive options to address regional traffic congestion.
Alternatives exist that do not require destroying an established, multi-generational neighborhood-such as fast-tracking the long-planned Newell Drive extension or expanding routes from American Canyon Road to Highway 12. Forcing the burden of the Watson Ranch development onto private citizens when alternative municipal routes exist is bad planning and a severe overreach.
Opening this quiet lane to the public will bring catastrophic consequences to our daily lives:
• Eradication of Family Privacy: Our families chose this private lane specifically for its quiet, secluded lifestyle. Forcing commercial and public cut-through traffic past our front doors completely destroys our quality of life.
• Immediate Safety Hazards: Watson Lane is narrow and completely unequipped with the sidewalks, lighting, or width necessary to safely handle heavy city traffic, posing an immediate danger to our children, elderly residents, and pets. • Financial and Generational Loss: Forcing this public road through will severely devalue the private properties our families have spent decades paying for, protecting, and intending to pass down to future generations.
We demand that the City Council and the Napa County Local Agency Formation Commission (LAFCo) respect the citizens who have built this community, reject this forced annexation, and look to alternative, viable infrastructure routes that do not involve seizing private family land.
Please enter this letter into the official public record for all upcoming city council and planning commission sessions regarding the Watson Lane and Marcus Road connection initiatives.
Sincerely,
Steven and Jacquelynn Ross

Subject: Alternative 4: City of American Canyon Paoli/Watson Lane Annexation Project, Environmental Impact Report
We reviewed the Staff Report, Business Item Number 5, and would like to provide some comments in reference to Alternative 4 for your consideration.
The following are excerpts from the Staff Report regarding Alternative 4:
• Assumes that the Newell Drive extension would not extend north of Watson Lane, and that travelers would instead utilize Watson Lane and Paoli Loop Road for travel between Newell Drive and SR 29, and between Newell Drive and the planned extension of South Kelly Road
• Utilizes an existing-at-grade crossing of the Union Pacific Railroad (UPPR) tracks on Watson Lane.
• Requires an 80-foot right-of-way width.
Request:
For the reasons noted in our below comments, we request that the City of American Canyon Planning Commission/American Canyon City Council do not choose/adopt Alternative 4 in the Paoli Watson Lane Annexation Draft Environmental Impact Report (DEIR) (April 27, 2023 Staff Report Business Item Number 5).
Comments:
In general, Alternative 4 is the only alternative that negatively impacts current private residences.
Therefore, we ask that you please consider the following comments when determining the best long-term plan for the City of American Canyon.
Comment 1: Alternative 4 would require an 80-foot right-of-way width.
Currently, Watson Lane is approximately 20 feet wide. Alternative 4 would make Watson Lane a "major collector street" that would require 4 times the current width. Based on the difference, it appears this alternative would require 30-foot-wide encroachments on each private residence along Watson Lane.
• Issue: Cost incurred by the City to acquire the 30-foot encroachments on each private residence along Watson Lane.
1 Issue: Proximity of homes to widened road.
Some of our neighbor's homes are already close to the road. How will the proposed encroachment impact these residents and other Watson Lane residents? For example:
• Will the widened road meet city setback requirements? • How will this "major collector street" impact Watson Lane residents with the traffic and noise level increase with the road so close to their homes. • How will the increased pollution resulting from additional vehicles impact the residents?
• How will the Watson Lane property values be impacted, and what is the risk to the City for implementing a proposal that results in reduced property values! • With increased traffic, there is potential for an increase in crime. Does the City plan to increase its emergency services?
• How will the city control the speed and traffic associated with the number of potential cars utilizing this road to avoid Highway 29 during peak commuting times? • Issue: Encroachment on Leach Lines/Septic Systems.
We do not know the exact location of all the septic systems on Watson Lane, but we do know of one septic system that is within the 30-foot encroachment. • How would the city address the issue of the inability to use septic systems located within the encroachment. The home(s) would be inhabitable until a different options) is available and in use.
> Will the City incur the cost for the new septic system(s)? If not, what is the risk to the City for implementing a proposal that results with unnecessary costs to the Watson Lane homeowners)?
• Issue: Potential Impacts to Watson Lane residents during construction.
We anticipate potential impacts to Watson Lane residents during construction. For example:
• Travel delays to and from Watson Lane residences.
• Potential intermittent loss of utilities (electricity, gas, water) during • Potential delays in emergency services (ambulance, fire, police) during construction.
• Storage of large equipment during construction.
• Where does the City plan to stage potential large equipment during the process and how will this impact Watson Lane residents? Comment 2: Alternative 4 would result in potential major traffic delays during times of railway > Issue: Delays in traffic during times on Watson Lane during railroad use This issue is addressed in the EIR, but we are including it in our comments to note the delays in traffic during railroad use time will block entrances to Watson Lane residences. 2 • Issue: Extended Delays in traffic due to Watson Lane's proximity to the Railroad yard, and the lead switch, which is currently located approximately 40 feet from Watson Lane. (If Watson Lane is widened, the lead switch will be approximately 10 feet from Watson Lane.) Currently, trains block Watson Lane traffic while operating manual switches and moving railroad cars back and forth. At this time, trains cross Watson Lane approximately 4 to 6 times a day. It is not uncommon for the trains to block the road from 5 minutes to as long as 15 minutes. Depending on the number of cars using Watson Lane as the "major collector street," cars could be sitting idle on Watson Lane, Paoli Loop, and potentially the freeway waiting to continue travel down Watson Lane.
To illustrate the potential number of cars that may use Watson Lane under Alternative 4, the following are excerpts from an article in The American Canyon Eagle (Proposed American Canyon annexation has Highway 29 connection, September 22, 2022, updated September 30, 2022) that provided information on the proposed annexation of 83 acres that will include the Newell Drive connection to Highway 29.
"[A] Newell Drive extension across an annexed Paoli/Watson Lane area would provide another entrance to adjacent 300-acre Watson Ranch, which is to have more than 1,000 homes."
The article also includes a comment from city councilmember David Oro "[Taking even 100 cars an hour off Highway 29 putting them on an extended Newell Drive would help with the highway traffic." Emphasis added.
To summarize this issue, halting traffic on Watson Lane during times of railroad use is bigger issue when compared to halting traffic in Alternative 2 due to the proximity of the lead switch to Watson Lane.
Thank you in advance for reviewing and considering our comments. As discussed above, we do not believe Alternative 4 is the best option for the current residences of Watson Lane, future residences of Watson Ranch, or for the City of American Canyon. If you have any questions, feel free to contact us.

Dear Mayor & City Council members,
I support Measure M and want you to either adopt it ministerially or place it on the November 2026 Ballot so the residents of American Canyon can vote on it.
In my opinion, it is the most important issue this City has faced since the NVUSD School Bond issue was passed in November 2006 to build the new high school in American Canyon.
Best,
Outlook

Item: 15.) Engineer's Report for Citywide LLAD Fiscal Year 26/27 eComment: Michael Runas 206 Cantada Way American Canyon, CA May 31, 2026 City Council / Landscaping and Lighting Assessment District City of American Canyon RE: Strong Opposition to Proposed LLAD Assessment Increases (Fiscal Year 2026/27) - Item Number: 15 To the Members of the City Council and LLAD Program Administrators, I am writing to formally register my strong and unequivocal opposition to the proposed increases in the Landscaping and Lighting Assessment District (LLAD) annual levy for Fiscal Year 2026/27, as outlined in the staff report scheduled for the June 2, 2026, Public Hearing. Specifically, I object to the sharp, double- digit rate hikes targeting local property owners, which include a staggering 17.45% increase for Zone 1 and an even higher 25.41% spike for Zone 2. While the staff report contained in files 14408.jpg, 14406jpg, 14404 jpg, and 14402 jpg attempts to justify these adjustments based on rising contract labor costs, historical cost reviews, and preliminary bids, placing this disproportionate financial burden entirely on the homeowners is unacceptable. Homeowners are already managing heavy inflationary pressures across all daily living expenses. A single-year increase of roughly 17% to 25% represents a severe spike rather than a stable, predictable cost- of-living adjustment. Furthermore, according to the report's community communication log, the public outreach regarding these specific hikes was severely delayed. The neighborhood "pop-up" informational meetings held in mid-April failed to actually alert residents to these planned increases because City staff admittedly did not know or disclose the figures at that time. Mailing notification letters on May 21, 2026—just days before the final vote-leaves property owners with virtually no reasonable window to review the Engineer's Report, organize neighborhood feedback, or seek alternative cost-saving measures. The district should instead utilize its substantial existing reserve contributions or aggressively renegotiate its external vendor landscaping contracts rather than relying on maximum allowed CPI formulas to extract more funding from residents. I urge the City Council to reject the resolution adopting the FY 2026/27 Engineer's Report in its current form and direct staff to find internal structural savings to balance the budget without raising property fees. Please enter this formal protest into the official public record for the June 2, 2026, hearing. Sincerely, Michael Runas View and Analyze eComments

Hem. LI.) Measure M Initiative Petition - Certification of Sufficiency eComment: My opposition to the extension of Watson Lane to Marcus road in the Watson Ranch community for several reasons. I have lived in American Canyon for 38 years and seen lots of changes. Some good, some not so good. Those living in Watson Ranch probably do need another access road. The fact that the Newel extension will take 10years and the developer cannot wait that long,l am sorry to hear that, but I wonder why the infrastructure of roads was not completed before thousands of houses were built? All of a sudden the developer is concerned about safety and traffic leaving that area./ will explain why I find that difficult to believe. I drove on Watson Lane today. Haven't been there in a long time. It is part of American Canyon. The road is expected to take over, at minimum 15ft of each of the 15 ranches on that lane, some of whom have lived there all their lives and families since the 1800's. Think about that for a moment. Don't we have concern for these people and properties? The traffic down that small strip will be unbelievable. As I drove down the road, the grading of the land just south and seemingly butted up against the properties was massive. For housing, as I was told. More houses, more traffic down that small road. I am curious, have there been environmental studies done regarding traffic flow, potential air pollution, independent environmental studies done on the land as it affects plant and animal life. I believe there should be more research done on this proposal. I believe we should have Town Hall meetings where all the people can have a voice. I don't want developers to decide what we should do with our community. If the developer was wrong in not getting the roads in place before the houses, the first time. Why do we believe him the Watson Lane is the only path forward this time? Mr.Mcgrath wants the city council to move forward on Measure M by either adopting it as a law or placing it on the ballot in November. Please do not adopt Measure M as law. Please allow community members to speak up at Town Halls regarding this issue.

Item: 11.) Measure M Initiative Petition - Certification of Sufficiency eComment: I vote NO for measure M. I'm hoping that all who read this will also vote NO. I, too, was one of the people who innocently went to the ruins to check it out and get free taco's. A nice woman who greeted us at the entrance asked us to sign a petition to open a road so that they could get to work more conveniently (something to that effect). Little did we know that they would have to take land away from long-time residents, and subject them to the daily noise levels and pollution of all the car traffic which will flow down the potentially new road. I know this first hand since they opened a new school at Wetlands Edge and Eucalyptus. And now an endless amount of traffic flows in front of our house in the mornings, at lunch time, and in the afternoon. Before we had peace, quiet, and the best clean air in the area. Now we get noise, exhaust fumes, and have to be careful crossing the streets with my dog. I, my wife, and a couple of other friends feel the same way. We all went on the same day to see the ruins for the first time. Little did we know that this was a ruse to get people to sign-up for a petition that is BAD. The developers and any city politicians involved in this ruse should feel ashamed of themselves! Vote No on Measure M!!! View and Analyze eComments

Item: 11.) Measure M Initiative Petition - Certification of Sufficiency eComment: I strongly support the resolution accepting the Watson Lane/Marcus Road initiative petition. As Watson Ranch develops into a thriving community space, having this vital circulation connection between State Route 29 and Newell Drive is essential. It provides much-needed additional access and will significantly alleviate traffic congestion in our neighborhoods. - Loan Ly, American Canyon Resident

Item: 11.) Measure M Initiative Petition - Certification of Sufficiency eComment: I'm new to American Canyon - I moved here last July into Watson's Ranch with my husband, two little girls, and two dogs. As a family we've lived in 3 states in the last two years thanks to the Air Force - I say this to say we've experienced life in the south, the mid west, the border of Mexico and what infrastructure looks like in all of those places. Considering the number of homes that are being built, without an end in sight, within Watson Ranch - another exit within a short time frame is not only a relief in traffic on 29, but for me a safety issue. My biggest concern moving to California is/was wildfires. If the hills that | look at every day while I'm walking my dogs were to light on fire, and there's only 2 exit routes (Rolling Hills and Newell dr) - one of which may be compromised due to it's proximity to those hills, we're down to 1 exit for hundred of families to get out of here. A few weeks ago we had a police chase within the neighborhood ending in Lemos Pointe Apartments because the driver had no where else to go. The ensuing drones overhead (I live on Marcus Road and look at those apartments every day) not only woke my up children, but triggered my husband's PTSD that lead to a hour's long anxiety attack in the middle of the night. Had there been another exit in the neighborhood, this wouldn't have disrupted our night and put us in potential danger (thank goodness for our American Canyon police department for the way they handled this!). While I greatly feel for those on Watson Lane - change is hard and this isn't the life they envisioned for themselves living there, it appears the only other solution is expanding Newell Drive. Which I have yet to see or hear any concrete plans for - if there are concrete plans, please, please make them obnoxiously public. Having the whole picture of how traffic will flow throughout the community is paramount for safety and quality of life. I support Measure M and the ease it will bring to my safety and security worries.
