The Special Joint Meeting of the City Council and Parks and Community Services Commission was called to order at 7:30 p.m.

1. Parks and Recreation Master Plan
Deputy City Manager Alexandra Ikeda reported on Item 1.
Action: Motion to adopt Resolution 2026-58 approving the Parks and Recreation Master Plan with expanded parking made by Vice Mayor Mark Joseph, seconded by Councilmember Melissa Lamattina, and CARRIED by roll call vote.

2. Work Plan Fiscal Year 2026/27

Action: Motion to adopt Minute Order 2026-03 approving the Parks and Community Services Commission Work Plan for Fiscal Year 2026/27, with direction to: (1) include e-bikes, scooters, and other electric mobility devices under Item 2; and (2) add Item 10 to the Work Plan to monitor progress toward the Parks and Recreation Master Plan, specifically Table 3.4, Future Parks Plan. The motion was made by Vice Mayor Mark Joseph, seconded by Councilmember Brando Cruz, and CARRIED by roll call vote.
