Subject: 9-15-26 City Council Meeting: Agenda Item 13
Dear Mayor Washington and Council Members,
As you know, I am an American Canyon resident and a Napa Valley Unified School District trustee representing American Canyon. I am writing regarding Agenda Item 13: Support and Funding Commitment for the State Route 29 Corridor Improvement Project.

I have followed the planning of the Highway 29 corridor improvements since moving to American Canyon in 2008, and I appreciate the efforts and community engagements that have shaped the current design. I attended the NVTA SR 29 - American Canyon Corridor Improvement Project Second Community Workshop on Wednesday, May 27, 2026, and was glad to see plans for dedicated pedestrian and bike trails on either side of Highway 29. This is a much-needed step toward a walkable and bikeable city that better connects residential neighborhoods to the businesses along Highway 29 for residents.

For connecting the east and west sides of town, I appreciated seeing how shortened crossing distances and median refuges will improve pedestrian and bicycle safety compared to the current intersections. However, I also noted that the State Route 29 Comprehensive Multimodal Corridor Plan (May 2020) designated a grade-separated bike/pedestrian crossing at the intersection of Highway 29 and American Canyon Road - meaning a crossing that would carry people over or under the highway entirely, rather than across it at street level. When asked at the May meeting why a pedestrian overpass was not included in the current plan, the NVA representative explained that it had been considered but was too costly for this phase of the project. 1 I understand that funding limitations prevent including a pedestrian/bicycle overpass in the current project. However, I would like to request that the Council ask for a final design that includes a placeholder or reserved right-of-way for a future overpass. Per Slide 7 of the NVTA presentation, $2 million of the requested funding will go toward the Final Design, with the work beginning in 2027. This makes now a critical window to ensure this option isn't designed out of the corridor before it can be built.

The option for a pedestrian overpass is worth preserving because a future overpass would offer several important benefits. It would make it easier and more attractive for residents to walk or bike between the east and west sides of town instead of driving, helping to reduce traffic congestion.

Fewer short car trips would also mean lower carbon emissions and improved local air quality.

Perhaps most importantly, it would improve safety, especially for children. Since an overpass would let students walking or biking to/from school cross Highway 29 without ever entering the roadway, it eliminates exposure to vehicle traffic entirely, which is a meaningful improvement over even a well- designed at-grade crossing.

Thank you for your consideration. I hope the Council will support both the current improvements and a design that keeps this important long-term safety investment possible.

Thank you,
Lisa Chu
