CITY COUNCIL AGENDA REPORT
City of Anaheim
DEPARTMENT OF PUBLIC WORKS
DATE: FEBRUARY 1, 2022
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: ORANGE COUNTY TRANSPORTATION AUTHORITY (OCTA)
MEASURE M2 GRANT APPROPRIATION FOR THE
INSTALLATION OF CONNECTOR PIPE SCREENS IN STORM
DRAIN CATCH BASINS THROUGHOUT THE CITY AND
CEQA DETERMINATION
ATTACHMENT (Y/N): NO ITEM # 02
RECOMMENDATION:
That the City Council, by Motion:
1) Determine that the Catch Basin Screen Installation Project – 2021 is Categorically Exempt from further environmental review under the California Environmental Quality Act (CEQA) pursuant to Class 1, Section 15301 (Existing Facilities);
2) Authorize the Director of Public Works, or his designee, to accept and manage the awarded OCTA Environmental Cleanup Program 2021 Tier 1 Measure M2 (now called OC Go) grant totaling $500,000 for the installation of connector pipe screens in storm drain catch basins throughout the City; and, 3) Amend the Department of Public Works Fiscal Year 2021/22 budget by $500,000.
DISCUSSION:
The OCTA Environmental Cleanup Program 2021 Tier 1 (Program) under Measure M2 provides grant funds for projects that:
1. Help protect Orange County beaches and waterways from transportation generated pollution (urban runoff) and improve overall water quality
2. Mitigate visible forms of pollutants through Best Management Practices (BMPs).
The City submitted a grant application to OCTA and was awarded funding for the installation of connector pipe screens (CPS) in storm drain catch basins throughout the City. These screens prevent trash and other debris from being conveyed downstream in the storm drain system and allow it to be collected by Public Works Operations staff. This not only keeps Orange County beaches and waterways clean, but it also allows the City to move further toward compliance with the State mandated “Trash Provisions” requirement. 200 S. Orange County Transportation Authority Measure M2 Grant Appropriation for the Installation of Connector Pipe Screens in Storm Drain Catch Basins throughout the City and CEQA Determination
February 1, 2022
The City has seven years remaining in a 10 year program to comply with these requirements.
Currently the effort is on track, having installed enough screens to address approximately 40-45% of the high priority areas. The state has defined priority land uses as high density residential, industrial, commercial, mixed urban, and public transportation. This project will allow the City to increase the area addressed to approximately 70-80%.
IMPACT ON BUDGET:
This action will increase the Department of Public Works revenue and expenditure budget in restricted transportation grant funds by $500,000 for FY 2021/22. Adequate matching funds of $125,000 are available from the Wastewater Collection System Disposal Maintenance Fee Fund.
Respectfully submitted,
Rudy Emami
Director of Public Works
