Citywide Sanitary Sewer Improvement Program October 2021:

1. RCP No. 2021-18768: Alley s/o Broadway from Citron St to West St & West St from Alley s/o Broadway to Santa Ana St
Dear Mr. Aube:

Harris & Associates (Harris) is eager to continue the tradition of delivering high quality and timely services in close cooperation with the City of Anaheim (City) staff. We have thoroughly reviewed the RFP, the project sites, district maps, and are confident that we will exceed the City’s expectations. As partners in improving your wastewater systems, we offer the City of Anaheim the following advantages:

An Experienced Project Team. Elizabeth Reyes, PE, PMP, QSD will serve as Project Manager. Elizabeth has extensive sewer design experience developed over her 21-year career and has recent City experiencing serving as Project Manager on the La Reina Circle/Lincoln Avenue Sewer Project. Randall Berry, PE will serve as Principal- in-Charge and QA/QC Manager to give City staff the confidence that comes from his 35-years of municipal infrastructure project delivery.

City of Anaheim Experience. Harris staff assigned to this project have successfully completed many similar sewer projects for the City of Anaheim and is presently delivering the La Reina Circle/Lincoln Avenue Sewer Improvement project, which will be a useful resource in efficiently completing this project in a timely manner.

We have developed strong relationships with City staff and are familiar with the City’s preferences, permits, design standards, CADD preferences, specifications, estimate formats, and invoicing procedures. This knowledge and experience will greatly reduce the time and effort required by City staff in managing this project.

With Innovative Solutions. We have identified potential cost savings during design and construction through our discovery of a 349-foot reach of West Street sewer that was already upsized. Our comprehensive approach will save City staff’s time and during the scope and fee negotiation process. Harris will be in the position to provide several savings related to the recent sewer upsizing in West Street. However, in order to be in conformance with the Request for Proposal (RFP), the scope and fee have been prepared to fulfill the full scope requested to assist City staff with making an apples-to- apples comparison with other proposals.

All information submitted with this proposal is true and correct and the proposed fee is valid for 120 calendar days. Our corporate office headquarters address is 1401 Willow Pass Road, Suite 500, Concord, CA 94520. Harris acknowledges receipt of Addendum No. 1 (please see the executed Addendum in the Appendix to this proposal) via the PlanetBids portal.

Sincerely,

Harris & Associates, Inc. 1. Statement of Qualifications  5 Elizabeth Reyes, PE, PMP, QSD 🔑

PROJECT MANAGER/PRIMARY CONTACT
Elizabeth has over 21 years of experience as a project manager and engineer.

She has been responsible for a variety of projects including design, hydrology and hydraulics analysis, and preparation of PS&E for sewer, street, airport, and flood control projects. Nearly all of Elizabeth’s work has been for public agencies so she is familiar with municipal project delivery. Elizabeth implements practical approaches to projects based on her understanding of utilities, traffic impacts, equipment set-up, trenching, and variations in pipe size and depth. She specializes in the development and execution of hydraulic modeling software and understands the need for flexibility in its set-up or reconfiguration in order to mitigate challenges.

This experience enables her to evaluate the size of existing facilities and provide recommendations for rehabilitation methods.

RELEVANT EXPERIENCE
• City of Anaheim, La Reina and Lincoln Ave (w/o Magnolia Ave) Sanitary Sewer Improvement Project. Project Manager. Harris is preparing PS&E construction documents to address deficiencies and add needed capacity to the system for future built-out conditions. The project includes an innovative parallel alignment for the replacement sewer that will reduce costs for sewer bypassing operations, eliminate expensive utility relocations and reduce traffic control costs.

A constructibility analysis confirmed that removal and replacement of the sewer along the existing alignment would impact several utilities and cross multiple travel lanes thus making the traffic control more impactful. The new parallel alignment avoids utilities and remains in a single travel lane.
• Valley Sanitary District, Collection System Infrastructure Project. Project Manager. The Harris team holds a current contract to deliver program, design, and engineering services as a Program and Design Manager for a ten-year collection system infrastructure project. The collection system infrastructure program is expected to be completed in four phases, with a total approximate construction value of $60 million. Harris also partners in building internal capabilities with industry best practices and systems, as well as knowledge transfer and staff development, with the objective of building in-house expertise and knowledge. • City of Anaheim, Ball Road Storm Drain Low Flow Diversion. Project Manager. The diversion project began as an offshoot from the originally contemplated Ball Road Sanitary Sewer and Storm Drain Improvements/Citywide Sanitary Sewer Program, Project Group 6. Proposition 1 funding is driving this project to divert runoff from Ball Road at Western Avenue to a detention (flood protection) and retention (water quality and conservation) system to the adjacent Orange County Transportation Authority Railroad right-of-way. The goal is to reduce the flow of contaminated runoff into Carbon Creek downstream while recharging the local groundwater basin.

Harris & Associates, Inc. 1. Statement of Qualifications  8 d. Understanding of Need
Project Goals and Implementation
The City of Anaheim developed master planning documents for its central sewer area known as the Central Anaheim Master Plan of Sanitary Sewers (CAMPSS) in December 2017. The City is implementing improvements to mitigate existing deficiencies identified in these documents and is seeking a qualified consultant to provide design services for sewer improvements in an Alley south of Broadway from Citron Street to West Street & within West Street from Alley south of Broadway to Santa Ana Street. The approximate extent of the improvements and the estimated upsizing required from the CAMPSS document is summarized in the following Table 1: Proposed Sewer Improvement Summary and Exhibit 1: Proposed Sewer Overview Improvement Exhibit.

Table 1: Proposed Sewer Improvement Summary
Project
Understanding
The CAMPSS identified
four (4) pipe segments
within the previously
mentioned alley
easement south of
Broadway and within
West Street that are
deficient. It is important
to note that the CAMPSS
is a master planning
tool that identifies
system deficiencies and
presents preliminary
recommendations for
upsizing improvements.

However, the CAMPSS is
in a format that only allows
for a general recommendations for upsizing deficiencies that are identified. Therefore, this project level study allows for alternatives to be evaluated in greater detail to find more cost effective and constructible solutions. As a part of this project, the Harris team will evaluate alternatives for upsizing the existing pipelines, including trenchless methods, conventional open cut, alternative parallel alignments, and other methods. The recommended alternative will then be developed into a biddable set of PS&E construction Project Street U/S

Exhibit 1: Proposed Sewer Overview Improvement Exhibit
Harris & Associates, Inc. 1. Statement of Qualifications  9 documents.

A recent field review observation noted that the
most downstream portion of the West Street sewer
(L = 274’) at Santa Ana Street may have already
been upsized. There is a visible pavement patch
(see Photo 1) and our research uncovered a note
that the sewer was upsized from 6” to 8”; however,
as-built plans were not found. Although the change
in length is not too significant to the total design
effort, it may result in savings for some of the
proposed services, including traffic control design
required for the busier West Street/Santa Ana Street
intersection, which has an active railroad down
the middle of the street ( see Photo 2). However,
in order to be responsive to the RFP, the base fee
will assume the full length and corresponding effort
associated with this reach: 274’ sewer to clean and
CCTV; flow monitoring traffic control outside of
intersection; potholes in that intersection.

Searching for potential constructible alternative
sewer alignments will be an exercise that is
undertaken by the Harris team as requested in the
RFP, such as considering upstream diversions to
the existing sewers in one of the four intersecting
alleys (see Exhibit 1). However, any sewer upsizing
that might be avoided along, say West Street, by
these diversions would still leave a deficient 6”
sewer in place on West Street, given the City’s
standards to have 8” minimum sewer mainlines.

Further, the potential receiving sewers in the four
alleys mentioned are also 6” in diameter which
makes them technically already deficient per City
standards as well and thus not ideal candidates for
receiving upstream diversions.

Photo 1 also shows the various existing utilities
within West Street, looking upstream northerly from
SMH SW063224, while Photo 3 shows the various
existing utilities within the alley, looking downstream westerly from SMH CO073106. Note that the
manhole is in the alley gutter flow line and requires a PCC gutter flow line rerouting detail on the plans to
minimize surface inflow. The existing AC pavement
shown in the alley in Photo 3 is failing in places and consideration should be given to reconstructing the
alley with PCC as part of the project.

During our field walk we noticed what appears
to be a private encroachment into the alley ( see
Photo 4) which will need to either be permanently,
or at least temporarily, removed to allow for the
sewer upsizing construction. It was also noted that
the alley driveway at West Street and other cross
streets are not per the City’s latest alley approach
ADA standards and should be upgraded as part of
the project.

The houses fronting along Broadway and backing
up to our project alley are very large historic homes,

the owners may tend to be a bit more vocal about
any impacts to the access of their garages and
driveways and any potential down time to the use
of their sewer system. Additional consideration in
the project specifications will be given to any extra
construction phasing and timing requirements that
might be identified for these potentially politically
connected homeowners.

Regarding alternative installation methods, Harris
has experience developing PS&E documents for
sewer installations utilizing 1) pipe bursting, 2) pipe reaming, 3) jack & bore, 4) horizontal directional
drilling. Vern Phillips, PE who is a recognized
leader in trenchless technology will assist with the
development of the feasibility of these alternatives
to traditional open trenching. In the unlikely event
that sewer upsizing is needed under the Santa Ana
Street railroad tracks it would require a jack & bore
sleeve if one does not already exist of suitable size
to reuse.

Project Management and Communication
Harris’ project manager Elizabeth (Liz) Reyes,
PE, PMP, QSD will meet with the City project
representatives regularly and remain in constant
communication to deliver a successful and timely
project. Liz’s project management approach is
to develop a team of experts that she trusts and
has worked with on similar projects, give them
the resources to perform their tasks successfully,
communicate the client’s goals and expectations
clearly among the entire team, and create an
environment to communicate the project status,
issues and solutions. She will maintain an open
line of communication between the design team
and the City, so the City is constantly aware of the
project status and is participating in all key design
decisions. This will be accomplished through regular
meetings, workshops, and weekly telephone calls
and emails. Meeting minutes will be distributed
within two working days of the meeting identifying
action items, assignments and due dates.

Schedule Control
The key to effective schedule control is to measure
actual progress and compare it to planned progress
on a regular basis and to take necessary corrective
action immediately. Harris utilizes an “Earned Value”
spreadsheet to track these metrics. We propose to
closely track each major task in the project schedule
to identify where each individual component stands
in relation to the overall progress of the project.

The tools that Harris will use will also help improve
the City’s project manager’s reporting, help identify
issues and critical path items that could cause
delays, and provide the opportunity for revising the
schedule, when deemed necessary.

Harris & Associates, Inc. 1. Statement of Qualifications  12 Lincoln Avenue Sewer Improvements
City of Anaheim
Year Completed: 2017
Harris provided survey and civil engineering design
services for the Lincoln Avenue Sewer Improvement
Project, which addressed the sanitary sewer capacity
deficiencies for both existing and build-out conditions of two sewer pipeline segments in Lincoln Avenue. The
Harris team surveyed the existing sewer manholes for
the sewer pipelines and performed CCTV and Manhole
inspections by certified National Association of Sewer
Service Companies (NASSCO) Pipeline Assessment
Certification Program (PACP) and Manhole Assessment
Certification Program (MACP) and Action Convergence
Protocol (ACP) trained operators. A video log for each
existing sewer pipe reach included locations of existing lateral connections and pipeline defect identification and condition assessment. An initial alignment assessment was then conducted to identify feasible alternatives to assess alternatives including possible removal and replacement of the existing sewer main along the same alignment,
alternative alignments, such as a parallel relief system, and upstream flow diversions. Harris presented the preliminary alternative alignments and diversions to City staff, which included a recommendation of the preferred alignment, to obtain concurrence on the alternatives warranting further investigation for inclusion in the Preliminary Design Report.

City of Anaheim
Year Completed: 2016
Cerritos Avenue Reconstruction and Sanitary Sewer
Improvements, Phase 1. Harris provided engineering
services for the Group 4 Citywide Sewer Improvement
Project concerning Cerritos Avenue from Nutwood Avenue
to Brookhurst Street. The scope included preparation of PS&E construction documents using the sewer master
plan recommendations as a starting point to address
deficiencies and add needed additional capacity to the
system for both existing and future built-out conditions.

Cerritos Avenue Reconstruction and Sanitary Sewer
Improvements, Phase 2. Harris prepared a Preliminary
Design Report and PS&E construction documents to
address sewer pipeline capacity deficiencies along Cerritos Avenue, between Brookhurst Street and Gilbert Street,
as well from Nutwood Avenue to Brookhurst Street, in
order to mitigate the risk of sanitary sewer overflows.

The team replaced 2,472 feet of eight-inch vitrified clay pipe with 15-inch vitrified clay pipe, evaluated subsequent modifications to spacing of existing sewer manholes, and reinstated 40 sanitary sewer service laterals.

Harris & Associates, Inc. 1. Statement of Qualifications  13 AC Water and Sewer Group 1024 Encanto
Neighborhood
City of San Diego/Orion Construction
Year Completed: Ongoing
This design-build project consists of design and
construction of “new alignment,” replace-in-place,
and abandonment of existing water and sewer mains
at three locations throughout the City of San Diego.

For the water improvements, more than 27,000
LF of water main consisting of existing 4-, 6-, 8-,
and 12-inch diameter asbestos cement (AC) water
mains was designed for replacement with 8- and
12-inch diameter PVC water mains. For the sewer
improvements, the work included approximately
4,200 LF of sewer main; more than 2,200 LF of
existing 6-inch vitrified clay pipe (VCP) and 560 LF
of existing 8-inch VCP was replaced with 8-inch
diameter PVC sewer mains. Nearly 1,400 LF of
new 8-inch diameter sewer main was designed in
order to re-plumb residential sewer flow towards
and into public right-of-way. The work also includes
a nearly 25-foot deep, 20-inch diameter jack and
bore (trenchless) installation within a very busy,
large intersection and beneath a dual-cell concrete
channel (County of San Diego) and Metropolitan
Transit System (MTS) multi-track railroad.

The scope of work included accelerated schedules
(design-build), geotechnical investigations,
potholing, coordination with utilities, coordination
with the Division of Drinking Water, coordination with
MTS, public and community outreach, butterfly and
gate isolation valves, combination air vacuum/air
release valves, blow-off assemblies, water services,
sewer laterals, sewer manholes, construction
support services, and record drawings.

CITY OF FULLERTON
Harris & Associates, Inc. 2. Scope of Services and Schedule  14 f. Quality Assurance
Harris’ QA/QC manager Randall (Randy) Berry, PE
will oversee the quality management process. Harris
recognizes that a successful project must start with
a clear project understanding and knowledge of the
City’s standards and requirements. Quality control
is embedded within our employees and is most
effective when practiced continuously throughout
the concept development, design, and construction
process. This is a characteristic that is valued and
rewarded within our team and will provide the City
with a properly designed and constructed project.

The Project Quality Control Plan used for design
consist of the following:
• Project Concept Review: Review the basic
concepts for feasibility and conformance with
project criteria. Develop and vet innovative
concepts and alternatives.
• Discipline Review: Verify the work for each of the
technical disciplines including sub-consultants.
• Project Manager Review: Confirms that project
deliverables conform to the scope of work and
that documents supplied by others (City, sub-
consultants, etc.) are properly incorporated.
• Value Engineering and Constructability
Review: Harris extensive bench of construction
managers reviews the design, construction plans,
and specifications from a value engineering and
constructability perspective to deliver a cost-
effective design and avoid potential issues or
problems during the construction of the project.
• Client Comment Review: All client comments
will be addressed along with a written response to
each comment.
• QA/QC Review: Independent review to verify
the accuracy, completeness, and coordination of
drawings, specifications, and cost estimates.

Scope of Work
Harris has reviewed the City’s proposed scope of work,
starting on page 7 of in the RFP dated October 5, 2021
and Addendum 1 dated October 28, 2021. We will follow
this scope as written with only a few exceptions as noted herein. However, the following discussion items include some clarifications and assumptions used for budgeting
purposes.

Task 1-3: No Exceptions or clarifications.

Task 4: Survey: No Exceptions, just clarification
that in addition to the topographic survey of surface
features listed in the RFP, Harris’ survey sub-consultant KDM Meridian (KDM) will obtain 50-foot interval cross
sections from R/W to R/W in the areas where BMP
improvements are being proposed. The survey would
also “dip” all existing sewer manholes and storm drain
facilities. R/W data will come from City electronic
maps plus additional research. Curb ramps and
alley approaches will be surveyed to facilitate ADA
conformance designs. The elevation data will be tied to at least two City survey monuments.

2. SCOPE OF SERVICES AND SCHEDULE
Harris & Associates, Inc. 2. Scope of Services and Schedule  15 Task 5: Preliminary Design Report (PDR): Flow
Monitoring – No Exceptions, just clarification that since an alternative sewer alignment may not be required,
which the RFP notes would trigger the need for flow
monitoring, these flow monitor services could be
credited back to the City. However, in the event it is
needed, Harris’ flow monitoring sub-consultant, ADS
Environmental Services (ADS) would provide flow
monitoring services at one (1) location to collect fourteen (14) days of flow data for the West Street sewer. ADS will provide traffic control per the MUTCD/WATCH Manual
and would obtain a no-fee permit from the City. The
PDR scope has been amended to include a study of a
trenchless installation under a private encroachment into the alley between Ohio Street & Citron Street.

Task 6: Pothole Services – No Exceptions, just
clarification that Harris’ potholing sub-consultant,
C-Below will obtain fifteen (15) potholes as part of the base project. Regarding the five (5) days of additional potholing called for in the RFP, we estimate that
approximately 25 to 30 potholes can be obtained
depending on the location. C-Below will provide traffic control per MUTCD/WATCH Manual and would obtain a
no-fee permit from the City.

Task 7: Cleaning & CCTV Services – No Exceptions,
just clarification that Harris’ existing sewer cleaning and CCTV inspection sub-consultant, Downstream Services
will provide traffic control per MUTCD/WATCH Manual
and would obtain a no-fee permit from the City.

Task 8: 50% Plan Submittal – Some exceptions and
clarification as follows. The anticipated plan sheets
would be as follows: One (1) Title Sheet, One (1)
General Notes, Legend, Abbreviations & Master List
of Construction Notes Sheet, approximately three (3)
Sewer Improvement Plan and Profile Sheets, one (1)
Detail Sheet, and one (1) Replacement Striping Plan
Sheet (for West Street), for a total of approximately seven (7) plan sheets. It is assumed the project specifications will require the City’s contractor to prepare the SWPPP for temporary construction BMP’s.

Task 9: 50% Workshop – No Exceptions, just
clarifications that the scope for permanent water quality BMPs have been removed from the project scope.

Task 10: Permitting and Outside Coordination – This
task has be omitted from the scope. Any Minor outside
coordination will occur as part of Tasks 19 & 24.

Task 11: 90% PS&E Submittal & Environmental
Clearance – Some exceptions and clarifications as
follows. See the 50% submittal for the proposed plan
sheets required. No design of utility relocation is included which is found to be unavoidable since it is not possible to put a cost to it at this stage and it is assumed that the utility owners would provide said designs. Based on past experience on similar Anaheim sewer projects and
a review of the proposed improvements and existing
conditions, it is anticipated that a CEQA Categorical
Exemption will apply to this sewer improvement project.

Preparation of the Notice of Exemption (NOE) will
be performed by City staff. Harris will prepare the
Categorical Exemption as required under CEQA.

Task 12: Geotechnical Investigation – No Exceptions,
just clarifications that Harris’ sub-consultant, LOR
Geotechnical (LOR) will perform three (3) borings. All
borings are assumed to be backfilled with soil cuttings after the tests are complete and patched with “Keystone reinstatement”. No hazardous substances analysis is
included in the scope. It is assumed that no engineered traffic control plans will be required for geotechnical activities since work would occur outside of Santa Ana
Street. LOR will provide traffic control per the MUTCD/ WATCH Manual, and will obtain a no-fee permit from the
City. Obtaining soil filtration test has been removed from the scope.

Task 13: Traffic Control & Striping – The preparation
of traffic control plans has been removed from the
scope. These plans will be prepared by the Contractor.

Permanent striping plans will be prepared and are
included in the seven plan sheet count.

Task 14: City-in-house Pavement Concept Plans –
This Task has been modified to convert these pavement
concept plans to a more comprehensive street
rehabilitation concept exhibit, which will include photos and quantify broken AC/PCC improvements and non-
conforming ADA paths and ramps. These exhibits will
be for the City's in-house use and will not be part of the project plan set.

Task 16: Utility Coordination – No Exceptions.

Task 17: 100% PS&E Submittal – No Exceptions, just
clarification to see the 50% submittal for proposed plan sheets required..

Task 18: Street Rehabilitation Plans – This Task has
been removed.

Task 19: Public Outreach – No Exceptions, just
Harris & Associates, Inc. 2. Scope of Services and Schedule  16 clarifications that Harris anticipates participate in
up to two (2) meetings with affected stakeholders
upon request of the City. Harris will provide technical information to the City for the meeting and will work
with the City to identify venues and develop a meeting
format that meets objectives for obtaining the needed
information and coordination for the meeting.

Task 20: Time Schedule – No Exceptions, just
clarifications that are shown on Harris’ time schedule
elsewhere herein.

Tasks 21 & 22: Bidding & Construction Support –
No Exceptions, just clarifications that Harris’ effort will be limited to the hours shown in the Resource Hour
Allocation Table / Fee Breakdown Chart.

Task 23: Meetings – No Exceptions, just clarifications
that a total of twelve (12) meetings (one kick-off meeting, one conceptual feedback meeting, one 50% workshop
meeting, two community meetings and six monthly City
progress/coordination meetings between other meetings)
are included in the scope.

Task 24: Noticing for Public Outreach – No
Exceptions, just clarification that Harris anticipates
participation in up to two (2) meetings, with
Scheduling, noticing, and compilation of information
for distribution to the public being performed with
the close assistance of City staff.
