CITY COUNCIL AGENDA REPORT
City of Anaheim

POLICE DEPARTMENT
DATE: APRIL 12, 2022
FROM: POLICE DEPARTMENT
SUBJECT: APPROVE THE AGREEMENT WITH PREDPOL, INC. FOR

TREND ANALYSIS POLICING SOFTWARE
ATTACHMENT (Y/N): YES ITEM # 13
RECOMMENDATION:

That the City Council, by Motion:

1. Waive Council Policy 4.1 and approve the City Manager to execute a Professional Services Agreement with PredPol, Inc., now known as Geolitica (Geolitica), for trend analysis policing software for an annual not to exceed amount of $35,000, for a one-year term with two (2) one- year optional renewals; and

2. Authorize the City Manager to execute the agreement and the Chief of Police to execute any amendments or optional renewals under the terms and conditions of the agreement.

DISCUSSION:

The Police Department (APD) is requesting approval for a trend analysis policing software from Geolitica to mitigate crime and enhance efficiency of officers and other field personnel. The platform provides daily guidance on where and when specific crimes are likely to occur based on data from police reports housed in APD’s Report Management System. The platform automatically sets missions and manages patrol operations while providing insight into crime patterns and patrol operations.

Trend analysis is a labor-intensive process and the Geolitica platform automates that function by evaluating historical data to determine long-term issues and near-term trends. The platform generates daily missions for each shift and patrol district, increasing efficiency and effectiveness. The platform also supports custom missions that the department’s Crime Analysis Unit can generate to supplement the trend analysis.

The platform reduces crime by focusing on the mission at the district and shift level while reducing victimization by deterring crime before it happens with an automated daily directed patrol.

The total contract not to exceed amount over the three years is $105,000. This contract will be funded with State Supplemental Law Enforcement funding.

Approve the Agreement with Geolitica (PredPol, Inc.) for Trend Analysis Policing Software April 12, 2022
