The purpose of the HSIP is to achieve a significant reduction in traffic fatalities and serious injuries on all public roads, including city owned public roads. Completion of this project will facilitate the safe and efficient movement of pedestrian traffic traversing the intersections. The work consists of furnishing and replacing existing non-countdown pedestrian signal modules with new LED countdown pedestrian signal modules at 755 locations throughout the city at various locations. In 2021, new LED countdown pedestrian signal modules were installed at 612 locations, also with HSIP grant funds. Once completed, the entire city will have LED countdown pedestrian signals, except at shared jurisdiction and private property signals. Shared jurisdiction and private property pedestrian signals will be replaced by attrition.
Liquidated damages for this project shall be $1,000 per day. Construction is scheduled to begin and be completed in Summer 2022.
ENVIRONMENTAL DETERMINATION:
A CEQA determination is also needed for the HSIP Cycle 9 project which includes replacement of existing pedestrian crossing heads. Therefore, this request is for a CEQA determination that these projects are Categorically Exempt from CEQA pursuant to Class 1, Section 15301 (Existing Facilities) and Class 2, Section 15302 (Replacement or Reconstruction) of Title 14 of the California Code of Regulations as these projects will not cause a significant effect on the environment.
Attached is the CEQA Notice of Exemption form which contains the recommended environmental determination of the Project.
COMMUNITY WORKFORCE AGREEMENT (CWA):
This project is not a covered “Project Work” as defined in the CWA that the City entered into with the Los Angeles / Orange Counties Building and Construction Trades Council and the Signatory Craft Councils and Local Unions.
IMPACT ON BUDGET:
The project is fully funded by a State administered Highway Safety Improvement Program (HSIP) grant. Senate Bill 137 added Section 182.85 to the Streets and Highways Code that authorizes Caltrans to allow federal local assistance funds be exchanged for non-federal State Highway Account funds. This made it possible to use state funds in delivering this HSIP project. Caltrans allocates grant funds to local government agencies based upon the results of a competitive statewide competition. The City was authorized $220,003 in grant funds for the construction phase of this project. All funds are available in restricted transportation grant funds, as part of the Public Works FY 2021/22 budget, and project expenditures are fully reimbursable.
Respectfully submitted,
Rudy Emami
