CITY COUNCIL AGENDA REPORT
City of Anaheim

HOUSING AND COMMUNITY DEVELOPMENT

DEPARTMENT
DATE: APRIL 12, 2022
FROM: HOUSING AND COMMUNITY DEVELOPMENT DEPARTMENT
SUBJECT: VOCATIONAL TRAINING AGREEMENT WITH THE COUNTY

OF ORANGE
ATTACHMENT (Y/N): YES ITEM # 12
RECOMMENDATION:

That the City Council, by Motion, approve an Agreement between the City of Anaheim and the County of Orange Social Services Agency in the amount of $2,082,000 for the period of July 1, 2022 to June 30, 2025 for the provision of Vocational Training, and authorize the City Manager, or his designee, to execute and administer the agreement and any future modifications on behalf of the City.

DISCUSSION:

The County of Orange Social Services Agency proposes to fund the City of Anaheim’s Workforce Development Division to operate a vocational training program for the period of July 1, 2022 to June 30, 2025. The County has earmarked $2,082,000 as provided in the attached agreement.

The purpose of the program is to assist CalWORKs participants to train and secure employment in demand industries such as healthcare, hospitality, general office, manufacturing, information technology, and transportation.

The City’s Workforce Development Division will manage the program and serve participants contingent upon participant referrals made by the Social Services Agency to the Anaheim Workforce Connection (One-Stop Center). Anaheim Workforce Connection has served over 500 welfare participants in previous years with a 70% job placement rate.

The City Attorney has reviewed and approved as to form the attached agreement for your consideration for the upcoming fiscal year. If approved, the individual referral process is client driven and does not constitute a training or funding commitment to any particular contactor.
