ATTACHMENT (Y/N): YES ITEM # 20
RECOMMENDATION:

That the City Council:

By Resolution:

1. Approve the acceptance of state general fund grant funds from the State of California Natural Resources Agency in the amount of $2,500,000 for the Anaheim Family YMCA Community Complex Phase 2 Project;

2. Increase the Community Services Department’s Fiscal Year 2021/22 budget by a total of $2,500,000; and

3. Authorize the City Manager, or designee, to enter into a subrecipient agreement with the Anaheim Family YMCA to implement the Phase 2 Project.

By Motion:

1. Determine that the receipt of the California Natural Resources Agency Grant Funds is categorically exempt from the California Environmental Quality Act pursuant to Section 15306, of Title 14 of the California Code of Regulations.

DISCUSSION:

In June 2021, Assemblywoman Sharon Quirk-Silva secured significant funding through the Budget Act of 2021 for Orange County to fund programs that support the most vulnerable community members. The City of Anaheim (City) was allocated $2.5 million to fund the Anaheim Family YMCA Community Complex Phase 2 project. The State of California Natural Resources Agency (CNRA) is responsible for the state’s general fund award disbursement for the Project.

The City provided a long-term lease agreement for a 3.8-acre parcel of land located at 1422 West Broadway Street to the Anaheim Family YMCA (YMCA) for their Community Complex. The Community Complex is adjacent to Ross Park and provides a space that supports different activities, including programmed sports and recreational activities.

Page 2 of 2 ends

There are two phases for the completion of YMCA’s Community Complex. Phase 1 was completed in March 2021 and featured six soccer arenas, multipurpose field/open space, outdoor lighting, parking, restrooms, and site improvements. Phase 2 will include an indoor gymnasium, multi-functional spaces for local residents and stakeholder agencies/organizations, group fitness room with childcare, and a teaching kitchen for residents to learn healthy cooking habits. The expected completion date for Phase 2 is June 2025.

The overall costs to complete Phase 2 are estimated to be $20 million. CNRA is awarding $2.5 million to cover a portion of the project’s planning, design, and permit and construction costs. The YMCA will utilize private donations and other grants to cover the remaining costs to complete Phase 2.

Staff is recommending that the City Council authorize the City Manager, or designee, to enter into a subrecipient agreement with the YMCA to implement the Phase 2 Project.

CNRA will award the grant to the City and the City will disburse the funds to YMCA.

ENVIRONMENTAL REVIEW:

The Department recommends that City Council determine that the receipt of the California Natural Resources Agency Grant Funds is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15306 of Title 14 of the California Code of Regulations, which pertains to information gathering purposes leading to an action that a public agency has not yet approved, adopted or funded.

IMPACT ON BUDGET:

The Community Services Department’s Fiscal Year 2021/22 revenue and expenditures budget will increase by $2,500,000 for this pass-through agreement. There is no net impact to the City’s budget.

Respectfully submitted,
Jim Vanderpool
City Manager
