Award of Contract for the Center Greens Sanitary Sewer Improvements in the Alley Northwest of Olive Street and Broadway April 12, 2022
The work consists of removal of existing sanitary sewer facilities, installation of eight (8) inch diameter Vitrified Clay Pipe (VCP), construction of sanitary sewer manholes, a driveway approach, a Portland Cement Concrete (PCC) alleyway, rehabilitating the asphalt concrete roadway, sidewalks, and curb and gutter replacement. The bid price is lower than the current engineer’s estimate, appears to be reasonable, and is within available funding. Liquidated damages for this Project shall be $1,300 per day.
Construction is scheduled to begin in Spring 2022 and should be completed by Summer 2022.
Every effort will be made to minimize the impacts to on-street parking and any inconvenience to the residents.
ENVIRONMENTAL DETERMINATION:
In accordance with CEQA (Public Resources Code Sections 21000-21177) and pursuant to Section 15061 of Title 14 of the California Code of Regulations (CCR), the City of Anaheim, as Lead Agency, is required to determine if the Project is exempt from CEQA.
Upon review of the CCR, staff recommends that the City Council determine the Project is Categorically Exempt from CEQA pursuant to Class 3, Section 15303 (d) (New Construction) of Title 14 of the CCR which consists of construction and location of limited numbers of new, small facilities or structures and specifically exempts water main, sewage, electrical, gas, and other utility extensions, including street improvements, of reasonable length to serve such construction.
After determining that this Project is Categorically Exempt from CEQA, the City will file a Notice of Exemption with the County Clerk, which starts a 35-day statute of limitations for challenges of the decision.
COMMUNITY WORKFORCE AGREEMENT (CWA):
This Project is not covered “Project Work” as defined in the CWA the City entered into with the Los Angeles/Orange Counties Building and Construction Trades Council and the Signatory Craft Councils and Local Unions. Project Work covered by the CWA is defined and limited to all construction and major rehabilitation work listed on the Projects List.
The Project List (Attachment F to the CWA) as approved by City Council identifies projects in which the CWA shall apply. In determining project application, the CWA Project List was based on the Capital Improvement Program that may be adjusted annually based on City priorities, availability of funding, and other considerations. The intent in the development of the Project List is that larger projects be included due to the additional administrative activities associated with the CWA and minimize the impact of the additional administrative functions and costs for the City and for smaller construction firms.
IMPACT ON BUDGET:
Adequate funding is available in the restricted Sewer Bond Fund as part of the Department of Public Works FY2021/22 budget.
