CITY COUNCIL AGENDA REPORT
City of Anaheim

DEPARTMENT OF PUBLIC WORKS
DATE: APRIL 12, 2022
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: PROFESSIONAL ENGINEERING SERVICES AGREEMENT
WITH HARRIS & ASSOCIATES, INC. FOR THE DESIGN OF

SANITARY SEWER IMPROVEMENTS IN THE ALLEY SOUTH

OF BROADWAY FROM CITRON STREET TO WEST STREET

AND WEST STREET FROM THE ALLEY SOUTH OF

BROADWAY TO SANTA ANA STREET
ATTACHMENT (Y/N): YES ITEM # 16
RECOMMENDATION:

That the City Council, by Motion, approve an Agreement with Harris & Associates, Inc. (Agreement), in the amount not-to-exceed $328,500, to provide professional engineering services to design sanitary sewer improvements in the alley south of Broadway from Citron Street to West Street and West Street from the alley south of Broadway to Santa Ana Street (Project), and authorize and direct the Director of Public Works on behalf of the City of Anaheim (City), to execute the Agreement and any related documents, and take any and all actions as are necessary to implement and administer the Agreement.

DISCUSSION:

The Department of Public Works has a Sanitary Sewer Improvement Program to address ongoing maintenance and capacity issues in the City’s Central Anaheim area.

Implementation of this program improves the overall performance, reduces maintenance costs, ensures adequate capacity for future development, and maintains reliability of the sewer system. This Project location was identified in the 2017 Central Anaheim Master Plan of Sanitary Sewers as a capacity deficient location. Staff also identified this sewer location as a high priority due to operations and maintenance (O&M) issues.

The majority of the downtown sewer system was constructed in the alleys in the early 1900s and is only six (6) inches in diameter, which is smaller than our current minimum standard of eight (8) inches. Pipelines smaller than eight (8) inches in diameter create challenges for modern O&M equipment. The total length of the Project improvement is approximately 1,410 lineal feet.

On October 5, 2021, a Request for Proposals (RFP) to design the Project was publicly posted on the City website and PlanetBids and sent to engineering consultants specializing in this type of work. On November 8, 2021, the City received three proposals from professional engineering firms. The Department of Public Works established a review board which conducted a detailed qualifications based evaluation of the proposals in accordance with Council Policy 4.1 and ranked them as follows:

Firm Ranking
The review board concluded that Harris & Associates, Inc. was the most qualified and responsive firm for this Project. Harris & Associates, Inc. provided a detailed scope of work to mitigate the existing deficiencies, a work plan to meet the schedule requirements of the Project, a qualified and experienced team, and conformed to the guidelines and requirements detailed in the RFP.

The Agreement was negotiated for a base contract fee of $250,926 with an allowance for optional services of five (5) days of potholing at $47,347 with a provision that authorizes the Director of Public Works the ability to approve extra work necessary for the successful completion of services in the amount of $30,227, with a total contract not-to-exceed amount of $328,500.

IMPACT ON BUDGET:

Adequate funding is available from the restricted Wastewater Fund in the FY 2021/22 Department of Public Works budget.

Respectfully submitted,
Rudy Emami
Director of Public Works
