CITY COUNCIL AGENDA REPORT
City of Anaheim
CITY MANAGER’S OFFICE
DATE: APRIL 12, 2022
FROM: CITY MANAGER’S OFFICE
SUBJECT: RESOLUTION TO SUPPORT IN CONCEPT SENATE BILL 1196 (AS AMENDED APRIL 4, 2022) EXPANDING DEFINITION OF A
STATE TRANSIT ASSISTANCE PROGRAM ELIGIBLE
OPERATOR TO INCLUDE ANAHEIM TRANSPORTATION
NETWORK, AS SPECIFIED
ATTACHMENT (Y/N): YES ITEM # 21
REQUESTED ACTION:
That the City Council, by Resolution, support in concept Senate Bill 1196 (As Amended April 4, 2022) expanding the definition of a State Transit Assistance Program eligible operator to include the Anaheim Transportation Network, as specified.
DISCUSSION:
Mayor Sidhu requested an agenda item for City Council consideration of a Resolution (Attached) to support in concept the objectives of Senate Bill (SB) 1196 introduced by State Senator Tom Umberg (As Amended April 4, 2022) and sponsored by the Anaheim Transportation Network (ATN).
ATN is a public transit provider for certain areas in the cities of Anaheim, Buena Park and portions of Garden Grove. As Anaheim continues to grow, the need to provide residents, our local workforce employees and millions of visitors with convenient transportation options becomes essential. The economic vitality of all neighborhoods depends on transportation options that connect our residents to their jobs – particularly in the hospitality industry, as well as to other destinations throughout the city and the region.
As a recognized federal and municipal public transportation agency, ATN is deemed qualified to seek grant opportunities from the State of California. The State Transit Assistance (STA) Program provides a source of state funding only to STA-eligible public transportation operators and other transportation agencies to support their local and regional transit operating and capital needs.
As amended, SB 1196 would expand the definition of a STA-eligible operator to include ATN, as specified (current bill amendment language indicating, in pertinent part, “… if its bylaws are revised to increase transparency and accountability, including to provide for the appointment of its board of directors by the Anaheim City Council.”). Becoming a STA- eligible operator would provide funding to ATN consistent with other public transit operators in California and the opportunity to increase transportation service options.
Resolution to Support in Concept SB 1196 (As Amended April 4, 2022) April 12, 2022
Accordingly, this eligibility legislation would increase overall the amount of resources available for transit services in the Orange County region.
IMPACT ON BUDGET:
This Resolution has no impact on the budget.
Respectfully submitted,
Jim Vanderpool
City Manager
