SUBJECT: APPROVE COMMUNITY PARTNER PLAYGROUND CONTRACTS WITH KABOOM! FOR RIO VISTA PARK AND CENTER GREENS

RECOMMENDATION:
1. That the City Council, by two Resolutions, authorize the Community Services Director, or designee, to accept all grants from KABOOM! for the installation and maintenance of new playground equipment at (1) Rio Vista Park; and (2) Center Greens.
2. That the City Council, by Motion, approve and authorize the Community Services Director, or designee, on behalf of the City, to execute the Community Partner Agreements with KABOOM! and act as the agent of the City on all matters concerning the grant programs and accept future stipends and funds received from KABOOM! for maintenance of the playground equipment at Rio Vista Park and Center Greens.
DISCUSSION:
The City was once again selected to receive a grant from KABOOM! for the installation of new playground equipment at Rio Vista Park and Center Greens. The playground installations at Rio Vista Park and Center Greens will be the City’s 14th and 15th KABOOM! projects. Since 2011, play areas have been installed at the following parks: Barton, Cottonwood, Edison, Imperial, John Marshall, Julianna, Lincoln, Modjeska, Pearson, Schweitzer, Stoddard, Twila Reid, and Willow. KABOOM! is a nonprofit organization whose mission is to create great play spaces through the participation and leadership of communities. KABOOM! facilitates projects where community partners come together to fund and provide labor and materials to install new playground equipment in parks. The City will also collaborate with the Anaheim Family YMCA who has previously partnered with the City to design the playgrounds with children and adults in the community.
Rio Vista Park is a 12.8-acre park located at 201 N. Park Vista Street with play equipment that is 15 years old and is in need of replacement. AbbVie Foundation, the funding partner, will pay a portion of the cost of materials for the 4,200 square foot playground. The City will also be responsible for aspects of the project as specified in the Partner Agreement, which includes a contribution of approximately $75,000 towards the cost of the play area.
The project’s Design Day with the community was held on April 22, 2022 and the Build Day is scheduled for June 30, 2022.
Approve Community Partner Playground Contracts with KABOOM! for Rio Vista Park and Center Greens April 26, 2022
Center Greens is a 3.5-acre park located at 305 East Broadway. Currently, there is no playground at this park; however, it is included in the community’s envisioned Master Plan.
Anaheim Ducks, the funding partner, will pay a portion of the costs to design and install a 4,300 square foot play space with resilient surfacing for children of all abilities. As stated in the Partner Agreement, the City will be responsible for aspects of the project, including a contribution of approximately $180,000 towards the cost of the play area. The Design Day will occur this summer and the Build Day is tentatively scheduled for fall 2022.
Staff recommends approval of two Resolutions to enter into Community Partner Playground Agreements with KABOOM! for the installation of playground equipment at Rio Vista Park and Center Greens. Additionally, staff is requesting that the Community Services Director be authorized to accept future stipends received by KABOOM! for ongoing maintenance, such as installation of engineered wood fiber.
IMPACT ON THE BUDGET:
Sufficient funds for Rio Vista Park and Center Greens are available in the Community Services Department’s FY 2021/2022 capital improvements budget for any development costs above the contribution by KABOOM!.
