CITY COUNCIL AGENDA REPORT
City of Anaheim

COMMUNITY SERVICES DEPARTMENT
DATE: APRIL 26, 2022
FROM: COMMUNITY SERVICES DEPARTMENT
SUBJECT: APPROVAL OF AGREEMENT WITH PCAM, LLC dba PARKING

COMPANY OF AMERICA TO PROVIDE TRANSPORTATION

SERVICES FOR SENIOR CITIZENS AND INDIVIDUALS WITH

DISABILITIES
ATTACHMENT (Y/N): YES ITEM # 15
RECOMMENDATION:

That the City Council, by Motion, approve an Agreement with PCAM, LLC dba Parking Company of America (PCAM) for a five-year term, with one two-year optional renewal, for the operation of the Anaheim Senior Mobility Program to provide transportation services to senior citizens and individuals with disabilities.

DISCUSSION:

Since 1977, the City has received funding through an Agreement with the Orange County Transportation Authority (OCTA) to contract a Senior Mobility Program minibus service to provide low cost transportation services to Anaheim senior citizens 60+ years of age.

Funding for this service varies year to year and is based on Orange County bus ridership.

This current fiscal year, the city is scheduled to receive $324,556 in funding for senior transportation services.

As required by our agreement with OCTA for the City’s operation of the Senior Mobility Program, the City conducted a competitive process for the selection of a qualified transportation service contractor. In March of 2022, the Community Services Department released a Request for Proposal (RFP) with the goal of seeking submissions from interested and qualified entitites to operation the senior transportation program. This competitive bid process resulted in the selection of PCAM as the most qualified contractor to serve the scope of the Senior Mobility Program and best meet the transportation needs of Anaheim’s seniors. PCAM was established in 1964 and counts on its 58 years of experience in the transportation and parking management field to provide quality transportation services to a wide range of clients including municipalities, commercial real estate entitites, and educational institutions, among others.

The Senior Mobility Program is currently being operated by the Anaheim Transportation Network (ATN) through a temporary agreement. The ATN has provided valuable support and operation of our program making it possible to continue the program through the challenges of the COVID-19 pandemic. Once approved, the Senior Mobility Program will transition from ATN to PCAM.

Under the terms of this agreement, authorized uses to expend transportation funds include rides within a ten-mile radius of the home address to non-emergency medical appointments, local shopping centers, senior citizen lunch program sites, grocery stores, local community centers, libraries, and other sites of interest to Anaheim seniors. In addition, this new agreement will allow for expanded operational hours to include Saturday and Sunday programming. Registration for the program will be made directly with PCAM by phone.

IMPACT ON BUDGET:

Funding for the transportation program is provided through a grant from OCTA and is included in the Community Service Department’s FY 2021/2022 budget.

Respectfully submitted,
Sjany Larson-Cash
Director of Community Services
