CITY COUNCIL AGENDA REPORT
City of Anaheim

HOUSING & COMMUNITY DEVELOPMENT

DEPARTMENT
DATE: APRIL 26, 2022
FROM: HOUSING AND COMMUNITY DEVELOPMENT DEPARTMENT
SUBJECT: PROFESSIONAL SERVICES AGREEMENTS FOR ON-CALL

ARCHITECTURAL SERVICES
ATTACHMENT (Y/N): YES ITEM # 13
RECOMMENDATION:

That the City Council, by Motion, approve individual Professional Services Agreements by and between the City of Anaheim (City) and Urban Field Studio LLC, Studio 111 LLC, M. Arthur Gensler Jr. & Associates, Inc., and RRM Design Group, substantially in the form attached hereto, each in an amount not to exceed $200,000; and each for a three-year term beginning May 1, 2022, with two, one-year extensions, for on-call architectural services to support current and future housing activities, and authorize the Housing and Community Development Director, or designee, to execute, implement, and administer the agreements on behalf of the City.

DISCUSSION:

The Housing and Community Development Department (Department) recently solicited Requests for Proposals (RFP) for on-call architectural services. Twelve firms submitted responses to the RFP. The Department established a review panel consisting of staff, and each firm was evaluated based on overall experience, services provided, and familiarity with architectural design. Staff also evaluated each firm’s proposed fees for such services. A rating system was used to determine the most responsive proposals.

Based on scoring, four firms were chosen.

The Department wishes to enter into agreements with multiple professional firms with specific expertise in architectural services to establish a strong and comprehensive team of technical consultants to support the efforts of the Housing and Community Development Department. This may include, but is not limited to, development projects related to affordable housing, mixed-use properties, and adaptive re-use. The Agreements will ensure uninterrupted implementation of the current projects in the pipeline and future projects as needed.
