CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: APRIL 26, 2022
FROM: FINANCE DEPARTMENT
SUBJECT: AUTHORIZE THE PURCHASE OF TRANE HVAC EQUIPMENT

FOR THE PROJECT AT THE ORANGE COUNTY FAMILY

JUSTICE CENTER
ATTACHMENT (Y/N): NO ITEM # 07
RECOMMENDATION:

That the City Council, by Motion, waive the sealed bidding requirement of Council Policy 4.0 and authorize the Purchasing Agent to issue a purchase order to Trane, Inc., in the amount of $173,012 plus applicable taxes, to purchase the equipment necessary to replace and upgrade the Heating, Ventilation, and Air Conditioning (HVAC) system at the Orange County Family Justice Center (OCFJC). This equipment package will include a rooftop air conditioning unit, boiler, water tanks, and pumps. This purchase is based on a cooperative purchasing agreement issued by the Omnia Partners/U.S.

Communities organization and Harford County Public Schools in Maryland. The Contract # 15-JLP-023 meets the criteria required by Council Policy 4.0 for purchases of this equipment.

DISCUSSION:

The purchase of the equipment will allow the City to provide the major components for the project to improve the existing HVAC system at the OCFJC. The referenced equipment will replace existing components, which have reached the end of their useful life cycle and are in need of critical replacement. The pricing offered to the City, via the cooperative agreement, is currently the most competitive for this equipment and approval of this item will allow staff to purchase the equipment at the current pricing before the highly volatile market negatively impacts our cost.

The purchase of this equipment will also allow the city to control the time schedule for the project by planning the start of the actual project work to coincide with the equipment availability. This will help reduce system downtime at the facility and will allow staff to coordinate the construction work for this project with another project scheduled for this summer. The design and engineering work is being handled via a separate agreement, and the Public Works Department staff will enter into an agreement with a licensed contractor for the demolition work related to removing the current system and the installation of the new system.

Authorize the Purchase of Trane, Inc. Heating, Ventilation, and Air Conditioning Equipment for the Project at the Orange County Family Justice Center
