CITY COUNCIL AGENDA REPORT
City of Anaheim

FIRE & RESCUE DEPARTMENT
DATE: APRIL 26, 2022
FROM: FIRE & RESCUE DEPARTMENT
SUBJECT: FIRST AMENDMENT TO AGREEMENT WITH FALCK MOBILE

HEALTH CORP, FORMERLY CARE AMBULANCE SERVICE,
INC., FOR THE PROVISION OF EMERGENCY MEDICAL

TRANSPORT AND EXTENSION OF AGREEMENT FOR AN

ADDITIONAL THREE YEAR TERM
ATTACHMENT (Y/N): YES ITEM # 09
RECOMMENDATION:

That the City Council, by Motion:

1. Find and determine that Falck Mobile Health Corp (formerly CARE Ambulance Service, Inc.) services rendered during the term of the Emergency Medical Transport Agreement (Agreement) comply in all aspects with the terms and conditions of the Agreement; and

2. Authorize the extension of the Term of the Agreement with Falck Mobile Health Corp for one additional three year term, upon the same terms and conditions in the Agreement; and

3. Approve a First Amendment to the Agreement with Falck Mobile Health Corp to provide ambulances for emergency medical transport at a new Year One cost not to exceed $103.95 per direct unit hour for the additional three year term; and

4. Authorize and direct the Mayor to execute the First Amendment to the Agreement and authorize the Fire Chief to take any and all actions as are necessary to implement and administer the Agreement.

DISCUSSION:

The City Council approved the transition to an Anaheim Emergency Transportation Model at their meeting on July 28, 2020. Under the new model, ambulance services previously provided via contract with CARE Ambulance were replaced with in-house ambulance services. The Fire & Rescue Department has implemented the first phase of the program and is moving to the second phase. Phase One included the initial purchasing and upfitting of three ambulances and two reserves, and the hiring of personnel to operate the vehicles. The first three ambulances went into service on September 3, 2021.

Phase Two will consist of purchasing the remaining ambulances and equipment and hiring personnel to staff the remaining ambulances in Anaheim. The Phase Two implementation of additional ambulances will go into service this summer. This will reduce the need for ambulances from Falck Mobile Health Corp, but the City will need Agreement with Falck Mobile Health Corp for the Provision of Emergency Medical Transport and Extension of Agreement for an Additional Three Year Term

to maintain the ability to staff up with the private/public partnership until the shipment of the Phase Three ambulances in December 2022. The existing agreement expires on May 14, 2022. This amendment includes a unit/hour cost increase and extends the term of the agreement, which will ensure the City maintains adequate ambulance services during the phased transitions.

IMPACT ON BUDGET:

The cost of extending the ambulance transport contract will vary depending on receipt of Phase Two ambulances and the need for surge coverage after delivery, and will be included in the department’s proposed budget.

Respectfully submitted,
Patrick Russell
Fire Chief
