CITY COUNCIL AGENDA REPORT
City of Anaheim
FIRE & RESCUE DEPARTMENT
DATE: MAY 17, 2022
FROM: FIRE & RESCUE DEPARTMENT
SUBJECT: HAZARD MITIGATION PLAN
ATTACHMENT (Y/N): YES ITEM # 07
RECOMMENDATION:
That the City Council, by Resolution:
1. Adopt the updated Hazard Mitigation Plan (HMP) and rescind Resolution No. 2017-073; and
2. Authorize the Fire Chief, or his designee, on behalf of the City, to submit the plan to the State of California Governor’s Office of Emergency Services (Cal OES) and the Federal Emergency Management Agency (FEMA).
DISCUSSION:
In accordance with the Disaster Mitigation Act of 2000, FEMA published in the Federal Register, the Hazard Mitigation Planning and Hazard Mitigation Grant Program Interim Final Rule. As a result, the City of Anaheim developed a HMP which was adopted by the City Council in 2005. The HMP was subsequently updated in 2011 and 2017. The HMP must be updated every five years.
The HMP evaluates the risk of hazards and demonstrates how the City of Anaheim will lower its risk and exposure to potential disasters. Furthermore, the HMP was developed as a result of department and community collaboration.
Approval and adoption of the HMP will fulfill federal requirements and make it eligible for submission to FEMA. Submission of the HMP will further enable the City to apply for the Hazard Mitigation Grant Program and receive matching grant funds. Failure to adopt the HMP will result in the elimination of the City of Anaheim as a potential recipient of Hazard Mitigation Grant funding.
