SUBJECT: PUBLIC HEARING TO EXTEND THE NON-EXCLUSIVE

TAXICAB FRANCHISES OF AMERICAN GROUND
TRANSPORTATION, LLC DBA 24/7 TAXI CAB, AND CABCO

YELLOW INC, DBA CALIFORNIA YELLOW CAB
ATTACHMENT (Y/N): YES ITEM # 15
RECOMMENDATION:

That the City Council, following a public hearing, by uncodified ordinances, amend the non-exclusive taxicab franchises of American Ground Transportation, LLC dba 24/7 Taxi Cab (50 taxicab permits) and Cabco Yellow Inc. dba California Yellow Cab (155 taxicab permits), and extend the terms of the franchises to February 28, 2023.

DISCUSSION:

The City’s current Taxi Franchises expire on June 28, 2022. In light of recent changes to the rules and regulations governing taxi cabs, and the dismantling of the Orange County Taxi Advisory Committee (the duties of which must be assumed by the City), additional time is needed to prepare and distribute a Request for Proposals (RFP) for the continuation of taxi franchises. In addition, due to the pandemic and the impact of car-sharing services on the taxi industry, additional time will be beneficial to further evaluate the demand for taxi services in the City.

The required notice of public hearing was provided at the April 26, 2022 City Council meeting, informing the public and franchisees of this public hearing. If this request for an extension of the terms of the franchise agreements is approved, staff will begin the RFP process this summer and conclude the awarding of taxi franchises before the end of the extended terms.

IMPACT ON BUDGET:

There is no impact on the General Fund.

Respectfully submitted,
Ted White
Planning and Building Director
