CITY COUNCIL AGENDA REPORT
City of Anaheim

DEPARTMENT OF PUBLIC WORKS
DATE: MAY 17, 2022
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: RECREATIONAL TRAILS PROGRAM GRANT APPLICATION

FOR THE NOHL RANCH OPEN SPACE TRAIL PROJECT FROM

SCOUT TRAIL TO ANAHEIM HILLS ROAD
ATTACHMENT (Y/N): YES ITEM # 09
RECOMMENDATION:

That the City Council, by Resolution, authorize the Department of Public Works to submit a Recreational Trails Program (RTP) grant application for the Nohl Ranch Open Space Trail Project from Scout Trail to Anaheim Hills Road in the amount of $1.9 million, and if awarded, authorize the acceptance of such grant on behalf of the City and amend the budget in the fiscal year accordingly.

DISCUSSION:

The California Department of Parks and Recreation conducted a call for projects under the RTP. This program will allocate a total of $4.7 million to provide for non-motorized recreational trail projects for pedestrians, bicyclists, and equestrians that also serve as non- motorized transportation corridors within the state.

The City of Anaheim prepared a grant application for the construction of the Nohl Ranch Open Space Trail from Scout Trail to Anaheim Hills Road Project (Project), with a request for $1.9 million. If the Project is awarded the grant, match funds of $228,000 would be required to be programmed from City funds.

The Project is Phase 1 of a two-phase project that provides a 10-foot wide Class I bikeway and a 10-foot wide hiking and equestrian trail as a safer route of travel for commuters from the surrounding neighborhoods to major destinations in the area such as Canyon High School, Canyon Hills School, Imperial Elementary School, and Canyon Hills Library. Phase 1 starts at the Canyon Hills Library andruns easterly and parallel to Nohl Ranch Road until it terminates at Anaheim Hills Road. If the City is successful in obtaining the grant, Phase 1 construction is anticipated to begin in FY 22-23.

The Phase 2 segment of the trail will begin at the intersection of Avenido Bernardo North and Imperial Highway, run southerly along Imperial Highway along its east side, and then turn east between Canyon Hills School and Imperial Elementary School until it reaches Scout Trail. The City will seek additional funding opportunities for Phase 2 at a later time.

IMPACT ON BUDGET:

Approval of this grant would increase the Public Works department’s restricted transportation funds budget by $1.9M in the corresponding fiscal year. Matching funds of $228,000 will be appropriated as needed and are available from restricted transportation funds in the department’s budget.

Respectfully submitted,
Rudy Emami
Director of Public Works
