DEPARTMENT
DATE: MAY 17, 2022
FROM: HOUSING & COMMUNITY DEVELOPMENT DEPARTMENT
SUBJECT: RESOLUTION RATIFYING AND APPROVING SUBMISSION OF

GRANT APPLICATION TO CALIFORNIA VOLUNTEERS FOR

THE YOUTH JOBS CORPS INITIATIVE AND ACCEPTING

GRANT FUNDS
ATTACHMENT (Y/N): YES ITEM # 11
RECOMMENDATION:

That the City Council, by Resolution, adopt, ratify, and approve the actions of the Anaheim Director of Housing and Community Development, or designee, in submitting a grant application on behalf of the City of Anaheim to California Volunteers for the Youth Jobs Corps Initiative; accept such grant funds on behalf of the City of Anaheim; and determine that these actions are exempt from the California Environmental Quality Act (CEQA) pursuant to Guideline Sections 15061(b)(3) and 15306; and by Motion, amend the Housing and Community Development’s Workforce Development Grants Fund budget by the awarded amount of $4,797,453.

BACKGROUND:

The #CaliforniansForAll Youth Jobs Corps is an innovative partnership between the State of California and local government to help underserved youth find employment.

Through the program, young people in cities across California will gain critical job skills while making a positive, lasting impact in their communities. Included in Governor Newsom’s 2021 budget, the Youth Corps includes $150 million for youth workforce development in the 13 largest cities in California and $35 million for programming in counties and smaller cities around the state. The City of Anaheim will receive $4,797,453.

The program was created to help build opportunities for California’s young people between the ages of 16 and 30, with a particular emphasis on youth who are low-income, are unemployed and/or out of school, are justice-involved, are in or transitioning from foster care, and/or are engaged with mental health or substance abuse systems. These opportunities take the form of jobs tackling local priorities, with a focus on climate change, food insecurity, and COVID-19 recovery.

DISCUSSION:

As one of the 13 largest cities in California, Anaheim was invited to submit an application for Youth Corps funding. Up to 235 youth over the term of the grant will engage in one of the following activities: working on public space and park improvement projects directed by the Community Services Department, staffing food distribution operations at community pantries, assisting school counselors to organize and facilitate small group discussions addressing behavioral health and mental well- being, or learning about, advocating for and cultivating urban gardens. At least 50% of the funding in this grant must be used to pay wages to the participants, while 40% may be used for case management, training, supervision and other programmatic costs, and 10% is reserved for administration. The application and subsequent Standard Agreement with the State (attached) provides an overview of the activities in which recruited youth will participate and the program partners who will deliver the services.

The State requires each awardee to adopt a resolution officially authorizing the following: (1) the City’s acceptance of $4,797,453 in State funds to implement the Youth Corps; (2) the City’s participation in and administration of the Youth Corps; and (3) the City Manager’s, or designee’s, execution of any and all documents and agreements required for the City’s administration of the Youth Jobs Corps. In addition, the resolution (attached) acknowledges the City is responsible for administering the funds in accordance with all State award requirements.

IMPACT ON BUDGET:

The acceptance of this grant award will increase both the restricted revenues and expenditures in the Housing and Community Development’s FY 21/22 Workforce Development Grants Fund budget by $4,797,453.

Respectfully submitted,
Grace Ruiz-Stepter
Director of Housing &
Community Development
