CITY COUNCIL AGENDA REPORT
City of Anaheim

FIRE & RESCUE DEPARTMENT
DATE: MAY 17, 2022
FROM: FIRE & RESCUE DEPARTMENT
SUBJECT: AGREEMENT WITH THE CALIFORNIA DEPARTMENT OF

FORESTRY AND FIRE PROTECTION FOR WILDLAND FIRE
PROTECTION ALONG ANAHEIM’S VERY HIGH FIRE

HAZARD SEVERITY ZONE
ATTACHMENT (Y/N): YES ITEM # 06
RECOMMENDATION:

That the City Council, by Resolution, approve a cooperative fire protection agreement with the California Department of Forestry and Fire Protection (CAL FIRE) for wildland fire protection in the not to exceed amount of $140,226.26, for the term July 1, 2022 to June 30, 2023; authorize the Mayor to sign the agreement on behalf of the City; and authorize the Fire Chief, or his designee, to execute the Operating Plan in connection with the agreement on behalf of the City.

DISCUSSION:

The City has maintained an agreement with CAL FIRE since 1995 for fire protection of acreage in the High Fire Hazard land along Anaheim’s 241 freeway corridor. Currently, the protection area is set at 4,062 acres.

CAL FIRE has provided a new agreement for fiscal year 2022/23 to continue fire protection services for 4,062 acres in the Very High Fire Hazard Severity Zone for $140,226.26. This agreement provides Anaheim the ability to use CAL FIRE resources in the event of a vegetation fire in the wildland urban interface in East Anaheim. Under this agreement, the City can access resources such as fixed wing aircraft, hand crews, dozers, and additional Type I and III engines immediately and at no additional charge until the forward progression of the fires is halted and the threat is mitigated. The City has called upon CAL FIRE for assistance multiple times each year. Without an agreement, those resources would be billed at hourly or daily rates that could far exceed the amount of this annual agreement.

IMPACT ON BUDGET:

Sufficient funding is included in the Fire & Rescue department’s proposed FY 22/23 General Fund budget, which will be brought forward for Council consideration in June.
