DEPARTMENT OF PUBLIC WORKS
DATE: MAY 17, 2022
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: APPROVE ADDENDUM NO. 9 TO THE REVISED PLATINUM

TRIANGLE EXPANSION PROJECT FINAL SUBSEQUENT
ENVIRONMENTAL IMPACT REPORT NO. 339 AND THE

UPDATED AND MODIFIED MITIGATION MONITORING AND
REPORTING PLAN NO. 106C FOR THE ORANGEWOOD

AVENUE IMPROVEMENTS FROM THE SANTA ANA RIVER TO
THE EAST OF SR-57 PROJECT
ATTACHMENT (Y/N): YES ITEM # 05
RECOMMENDATION:

That the City Council, by Resolution, approve Addendum No. 9 to the Revised Platinum Triangle Expansion Project Final Subsequent Environmental Impact Report No. 339 and the Updated and Modified Mitigation Monitoring and Reporting Plan No. 106C for the Orangewood Avenue Improvements from the Santa Ana River to the east of the SR-57 Project, and determine its adequacy, together with other previously approved environmental documents, to serve as the environmental documentation, pursuant to the requirements of the California Environmental Quality Act.

DISCUSSION:

In 2010, City Council certified Subsequent Environmental Impact Report No. 339 (SEIR No. 339) and adopted the Updated Mitigation Monitoring Plan No. 106C in connection with its approval of the Revised Platinum Triangle Expansion Project (Approved Project).

SEIR No. 339 analyzed potential impacts associated with the implementation of the Approved Project. The Approved Project included the Platinum Triangle Implementation Plan (PTIP), which identified specific improvements that the City would complete as a part of the Approved Project, including the widening of Orangewood Avenue from a five- lane roadway to a six-lane divided facility from the Santa Ana River to just east of the SR- 57 freeway.

Since the City Council’s certification of SEIR No. 339, eight subsequent addenda to SEIR No. 339 have been approved. In addition, the City Engineer has subsequently approved updates to the PTIP. PTIP Update No. 4 for Public Works Backbone Facilities Improvements includes Project 3D, which is the Orangewood Avenue Improvements from the Santa Ana River to east of the SR-57 Project (Project).

SEIR No. 339 did not specifically address the detailed features in PTIP Project 3D. The Project is within the City of Orange, and its features include widening the Orangewood Avenue bridge and incorporating an additional westbound through lane. The Project also includes a City of Orange water pipeline connection, generally beginning at Rampart Approve Addendum No. 9 to the Revised Platinum Triangle Expansion Project Final Subsequent Environmental Impact Report No. 339 and the Updated and Modified Mitigation Monitoring and Reporting Plan No. 106C for the Orangewood Avenue Improvements from the Santa Ana River to the East of SR-57 Project

Street and connecting just east of Eckhoff Street. The Project will build an interim condition that does not include widening and constructing a retaining wall within Caltrans right-of-way underneath the SR-57 freeway. The remainder of the Project, including the full build-out of this roadway section will be constructed at a later date.

The purpose of the Project is to accommodate future traffic volumes in the Platinum Triangle, especially around Angel Stadium and the proposed and recently constructed developments in the immediate area. The full build-out of the Project will bring this street into compliance with the PTIP Update No. 4 for Public Works Backbone Facilities Improvements and the Orange County Transportation Authority’s Master Plan of Arterial Highways. This Project will improve pedestrian, bicyclist, and vehicular safety; reduce traffic congestion; and enhance the corridors’ aesthetics.

Addendum No. 9 to SEIR No. 339 has been prepared to determine whether SEIR No. 339, and the subsequent addenda, fully disclosed the environmental impacts of the Project or if a subsequent or supplemental EIR is necessary for these improvements. On December 7, 2021, the Addendum was presented to City Council to specifically reclassify the land use along the Santa Ana River and to facilitate a future boundary adjustment to allow for future development. Subsequently, the Basis of Design Report (BOD) which is Appendix D to Addendum No. 9 was revised to memorialize minor corrections. The changes have been reviewed and determined consistent with the analysis presented in the Addendum.

As detailed in the addendum, the Project would not result in any new significant impacts that SEIR No. 339 did not analyze, nor would the Project result in a substantial increase in the severity of any previously identified environmental impact. This Project’s potential impacts would be the same or less than those described in the SEIR No. 339, and thus does not require preparation of a subsequent or supplemental EIR.

Based upon the information in this staff report and Addendum No. 9 to SEIR No. 339, staff recommends that the City Council determine that Addendum No. 9 to the Revised Platinum Triangle Expansion Project Final Subsequent Environmental Impact Report No. 339 and the Updated and Modified Mitigation Monitoring and Reporting Plan No. 106C, together with other previously- approved environmental documents, is adequate to serve as the environmental documentation for the Project.

IMPACT ON BUDGET:

There is no budgetary impact.

Respectfully submitted,
Rudy Emami
