CITY COUNCIL AGENDA REPORT
City of Anaheim

HOUSING & COMMUNITY DEVELOPMENT

DEPARTMENT
DATE: MAY 24, 2022
FROM: HOUSING & COMMUNITY DEVELOPMENT DEPARTMENT
SUBJECT: APPROVAL OF PROFESSIONAL SERVICES AGREEMENT FOR

CONSULTING SERVICES WITH MICHAEL BAKER
INTERNATIONAL, INC.

ATTACHMENT (Y/N): YES ITEM # 14
RECOMMENDATION:

That the City Council, by Motion, approve a Professional Services Agreement by and between the City of Anaheim and Michael Baker International, Inc., in the amount not to exceed $25,000; for a one-year term beginning June 1, 2022, with two additional one- year extensions; for on-call project management and related consulting services regarding grants monitoring; and authorize the Housing & Community Development Department Director, or her designee, to execute and administer the agreement on behalf of the City.

DISCUSSION:

From time to time, the Housing & Community Development Department requires the provision of professional staffing services related to the administration of Federal and State programs and grants. Department staff currently has a contract in place and uses Michael Baker International, Inc. services for grant monitoring of the federal entitlement grant funds from the United States Department of Housing and Urban Development (HUD). These federal funds include Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), Home Investment Partnerships (HOME), Housing Opportunities for Persons with Aids (HOPWA), and CARES Act funding. Monitoring is an integral management control technique and a HUD requirement. Monitoring provides information about program participants that is critical for making informed judgments about program effectiveness and management efficiency. It also helps in identifying instances of fraud, waste, and abuse. It is the principal means by which the Department:

A. Ensures that HUD-funded programs and technical areas are carried out efficiently, effectively, and in compliance with applicable laws and regulations; B. Assists program participants in improving their performance, developing or increasing capacity, and augmenting their management and technical skills; and C. Stays abreast of the efficacy of HUD grant programs and technical areas within the communities these programs serve.

Professional Services Agreement – Michael Baker International May 24, 2022

Page 2 of 2 ends

Staff recommends a continued partnership with Michael Baker International, Inc. as the consultant has extensive experience in project management and a comprehensive understanding of HUD program requirements. This firm has provided on-call services to support the City in the past and will assist the Department with implementing the City’s obligation to monitor grant subrecipients for compliance with HUD guidelines.

This item is required to be brought forth to City Council because of the City’s Administrative Regulations (AR 120) as the total amount of City contracts with Michael Baker, across departments, exceeds $500,000 during a five-year period. The proposed Agreement runs for a term of one-year terminating on May 30, 2023, and includes two additional one-year extensions. The maximum compensation amount for the Agreement is $25,000.

IMPACT ON BUDGET:

Funding is available in Housing & Community Development’s FY 2021/22 budget.

Subsequent years will be subject to City Council’s approval of budget appropriations.

Respectfully,
Grace Ruiz-Stepter
Director
Housing & Community Development
