CITY COUNCIL AGENDA REPORT
City of Anaheim
COMMUNITY SERVICES DEPARTMENT
DATE: MAY 24, 2022
FROM: COMMUNITY SERVICES DEPARTMENT
SUBJECT: APPROVE THIRD AMENDMENT TO AGREEMENT WITH
LYONS SECURITY SERVICE, INC.
ATTACHMENT (Y/N): YES ITEM # 16
RECOMMENDATION:
That the City Council, by Motion, waive Council Policy 4.1 and approve the Third Amendment (Amendment) to Agreement between the City of Anaheim and Lyons Security Service, Inc. to extend the term of the Agreement for security patrol services of Anaheim parks and facilities for an additional one-year term for a not-to-exceed amount of $183,024 plus a not to exceed 10% for extra work, with up to four one-year renewals not to exceed the greater of a 2.5% increase or the Consumer Price Index (CPI); and direct and authorize the Community Services Director or designee, on behalf of the City, to execute the Amendment and any related documents, and take any and all actions as are necessary to implement and administer the contract.
DISCUSSION:
Parks play a very important part in the overall quality of life for Anaheim residents and visitors. The athletic fields, picnic shelters, and open areas host a variety of recreational and tournament games, milestone celebrations, and special events that fill our parks with positive actitivies during operating hours. During the day, landscape contractors and city staff attend to park maintenance needs and serve as ambassadors for all park patrons.
During non-operating hours, parks are collaboratively monitored by park rangers and police officers to ensure safety and security.
In 2018, the City began a pilot program with Lyons Security Services, Inc. (Lyons) to assist park rangers and police officers in conducting overnight security patrols at various city parks and facilities. Immediately, Lyons’ patrols resulted in positive results in which their presence reduced the number of afterhour incidents related to abandoned vehicles and property, vandalism, graffiti, and patrons in the parks. On December 8, 2020, the City entered into an Agreement with Lyons in an amount not-to-exceed $50,000 to provide security overnight patrols at city parks and facilities for the term of one year.
Subsequently, a First Amendment was approved in May 2021 to modify the compensation to a not-to-exceed amount of $195,000 to expand patrol services to additional parks and facilities. A Second Amendment was approved in December 2021 to extend the term of the agreement for an additional six months.
Approve Third Amendment to Agreement with Lyons Security Service, Inc.
May 24, 2022
In partnership with park rangers and police officers, Lyons’ overnight patrols at city parks and facilities ensure park safety and security. Lyons’ security services continue to demonstrate success by the reduction of afterhours vandalism, facilty misuse, and individuals in the parks. Lyons continues to be flexible and is committed to providing outstanding security services making them uniquely qualified. Staff is requesting the approval of a Third Amendment to extend the current agreement for an initial one-year term for a not-to-exceed amount of $183,024, with up to four additional one-year renewals.
Compensation for renewal terms will be negotiated by staff not to exceed a 2.5% increase of the Initial Term or the Consumer Price Index, whichever is higher. Staff will continuously assess the program to determine if any adjustments are recommended based on the parks and facilities needs.
IMPACT ON BUDGET:
The Community Services Department has sufficient funding in the Fiscal Year 2021/22 General Fund budget to support the recommendation. Funding for subsequent years will be subject to Council’s approval of budget appropriations.
Respectfully submitted,
Sjany Larson-Cash
Director of Community Services
