CITY COUNCIL AGENDA REPORT
City of Anaheim
DEPARTMENT OF PUBLIC WORKS
DATE: MAY 24, 2022
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: ENVIRONMENTAL CLEANUP PROGRAM GRANT
APPLICATION FOR THE INSTALLATION OF CONNECTOR
PIPE SCREENS IN STORM DRAIN CATCH BASINS
THROUGHOUT THE CITY
ATTACHMENT (Y/N): YES ITEM # 24
RECOMMENDATION:
That the City Council, by Resolution, authorize the Public Works Director, or designee, to submit a competitive grant application to the Orange County Transportation Authority (OCTA) Environmental Cleanup Program (ECP) for the installation of connector pipe screens in storm drain catch basins throughout the city, in the amount of $500,000 in grant funds; and if awarded, authorize the acceptance of the grant, amend the budget for the appropriate Fiscal Year, and determine that these actions are exempt from the California Environmental Quality Act (CEQA) pursuant to guideline section 15303.
DISCUSSION:
The OCTA Environmental Cleanup Program Tier 1 (Program) under Measure M2 provides grant funds for projects that:
1. Help protect Orange County beaches and waterways from transportation generated pollution (urban runoff) and improve overall water quality.
2. Mitigate visible forms of pollutants through Best Management Practices (BMPs).
The City is submitting a grant application to OCTA for the installation of connector pipe screens in storm drain catch basins throughout the City. These screens prevent trash and other debris from being conveyed downstream in the storm drain system and allow it to be collected by Public Works Operations staff. This not only keeps Orange County beaches and waterways clean, it allows the City to move further toward compliance with the State mandated “Trash Provisions” requirements. The City has seven years remaining in a ten-year program to comply with these requirements. Currently the effort is on track, having installed enough screens to address approximately 55% of the area required. This project will allow the City to increase the area to approximately 75%.
OCTA requires that a Council resolution be submitted with the grant application to serve as an acknowledgment that the city of Anaheim will perform the activities to finance, construct, and maintain the proposed project improvements. The City is pursuing the maximum in grant funds of $500,000 offered under the Program.
Environmental Cleanup Program Application for the Installation of Connector Pipe Screens in Storm Drain Catch Basins throughout the City May 24, 2022
IMPACT ON THE BUDGET:
If the Department of Public Works is successful in obtaining the grant funding, the Department’s budget will be adjusted in the corresponding fiscal year. Matching funds will be appropriated from Wastewater Collection System Disposal Maintenance Fees.
Respectfully submitted,
Rudy Emami
Director of Public Works
