CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: MAY 24, 2022
FROM: FINANCE DEPARTMENT
SUBJECT: AUTHORIZE AN AGREEMENT FOR PIERCE EQUIPMENT

PARTS AND WARRANTY SERVICE REPAIRS FOR ANAHEIM

FIRE AND RESCUE VEHICLES
ATTACHMENT (Y/N): NO ITEM # 11
RECOMMENDATION:

That the City Council, by Motion, waive the sealed bid requirement of Council Policy

4.0 and authorize the Purchasing Agent to issue a master agreement to South Coast Emergency Vehicle Services, Ontario, CA, in an amount not to exceed $100,000 for a one-year period, for Pierce Manufacturing (Pierce) vehicle parts and warranty services; and authorize the Purchasing Agent to renew the agreement in amounts, subject to available budget appropriations, to accommodate the expanding fleet of Pierce equipment.

DISCUSSION:

Anaheim Fire and Rescue responds to approximately 40,000 emergency, medical, and fire suppression calls annually throughout the City. Maintaining first responder vehicles in service, operating safely and efficiently is crucial to providing continued support services. The City has acquired four additional Pierce fire trucks in the past two years, adding to the existing seven Pierce Fire Engines and two Pierce Aerial Ladder trucks that are in the field. As the number of Pierce vehicles grow, and the manufacturer warranty periods lapse, there is an increased need for parts and repairs. As older fire engines retire from front-line service, the City has been standardizing the fleet using Pierce equipment. This has helped to streamline operations for Anaheim Fire and Rescue as well as Fleet Services.

South Coast Emergency Vehicle Services is the exclusive Pierce dealership for parts and warranty service in the Southern California Region. The agreement provides accessibility to Pierce parts and certified Pierce technicians for warranty and urgent non- warranty repairs, thus maintaining warranty on critical components, to minimize downtime and extend the life of the City’s emergency vehicles. Staff is requesting this authorization in preparation for the expected future increase in the need for these items.
