CITY COUNCIL AGENDA REPORT
City of Anaheim
HOUSING & COMMUNITY DEVELOPMENT
DEPARTMENT
DATE: MAY 24, 2022
FROM: HOUSING & COMMUNITY DEVELOPMENT DEPARTMENT
SUBJECT: PROFESSIONAL SERVICES AGREEMENTS FOR ON-CALL
PROFESSIONAL ENVIRONMENTAL SERVICES
ATTACHMENT (Y/N): YES ITEM # 13
RECOMMENDATION:
That the City Council, by Motion, approve individual Professional Services Agreements, substantially in the forms attached, for on-call environmental services to support current and future housing and community development activities by and between the City of Anaheim (City) and:
1) The Converse Professional Group, Dudek, EFI Global, Inc., and Ninyo & Moore Geotechnical & Environmental Sciences Consultants, each in an amount not to exceed $200,000 per term, each for a two-year term beginning July 1, 2022, with two additional two-year extensions in a total amount not to exceed $600,000; 2) Leighton and Associates, Inc., in an amount not to exceed $4,000,000, for a two- year term beginning July 1, 2022 with two additional two-year extensions; 3) Pacific Edge Engineering, Inc. in an amount not to exceed $3,000,000, for a two- year term beginning July 1, 2022 with two additional two-year extensions; and 4) Authorize the Director of Housing and Community Development, or designee, to execute, implement, and administer the agreements on behalf of the City.
DISCUSSION:
The Housing & Community Development Department (Department) recently solicited Requests for Proposals (RFP) for on-call environmental services. Eleven firms submitted responses to the RFP. In accordance with the qualifications-based selection procurement specified in City Council Policy No. 4.1, the Department established a review panel consisting of staff from Economic Development, Public Utilities, and Housing and Community Development. The firms were evaluated based on overall experience, services available, and familiarity with relevant environmental regulations. Staff also evaluated each firm’s proposed fees for such services. A rating system was used to determine the most responsive proposals. The top six firms are being recommended for approval.
Professional Services Agreements For On-Call Environmental Services May 24, 2022
The Department has numerous projects underway and forthcoming that will require environmental services including Phase I and Phase II assessments, remedial action plans, and remediation services. Projects requiring environmental work include:
remediation at the south east corner of Beach Boulevard and Lincoln Ave (39 Commons II), Elm Street assessment and remediation, Anaheim Boulevard site, north west corner of Santa Ana & Lemon, and future acquisitions supporting affordable housing and community development activities throughout the City.
The City has oversight agreements in place with the California Department of Toxic Substances Control (DTSC) for the Elm Street and 39 Commons II projects. Leighton and Associates, Inc. (Elm Street Site) and Pacific Edge Engineering, Inc. (39 Commons II) are the environmental professionals actively working for the City on these sites. The proposed contract amounts, $4,000,000 for Leighton and Associates, Inc. and $3,000,000 for Pacific Edge Engineering Inc., reflect the costs and scope of work approved by the DTSC to assess the Elm Street site and clean up the 39 Commons II site.
These Agreements will ensure uninterrupted implementation of the current projects in the pipeline and future projects as needed.
IMPACT ON BUDGET:
The funds for these agreements are available in the Housing and Community Development Department FY 2021/2022 budget. Funding for subsequent years will be subject to Council’s approval of budget appropriations.
Respectfully submitted,
Grace Ruiz-Stepter
Housing & Community Development Director
