INDEPENDENT INVESTIGATION

ACTION:
That the City Council, by Motion, discuss and provide direction on an audit regarding former Mayor Harry Sidhu’s campaign contributions and related agreements; and provide direction on any independent investigation regarding matters raised or stemming from the federal investigations recently made public.
DISCUSSION:
At the urging of City Council and the public, staff has added an item to the agenda for consideration of both, (1) an independent investigation of matters raised or stemming from the federal investigation and, (2) an independent audit that examines all campaign contributions to former Mayor Harry Sidhu, city contracts with those contributors, and any malfeasance that may have resulted in city funds paid to those contractors.
Attached to this report is the list of campaign donors to the following committees: Harry Sidhu for Mayor 2018 and Harry Sidhu for Mayor 2022. The attachment reflects contributors reported on the committee’s Campaign Statements (Form 460) during the reporting periods from January 1, 2017 through December 31, 2021. This report also indicates City contracts/agreements with any contributors during this period. Although this information is being provided for immediate public review, staff recognizes it is likely the desire of the City Council to conduct a much more expanded independent audit.
Staff is seeking City Council direction regarding both the independent audit and any independent investigation.
IMPACT ON BUDGET:
Existing budgeted funds are available to fully conduct both the independent audit and any independent investigation at the discretion of the City Council.
