DISCUSSION:

The California Energy Commission recently announced the upcoming availability of the CalAPP Program Grant. CalAPP Grants are awarded on a first come – first served basis to eligible entities to improve, expand, or implement automated permit processing programs with the goal of providing real-time or near real-time issuance of certain solar power panel installations. The grant amount is $100,000, based on the population size of the City. The California Energy Commission has mandated that the availability of real time or near real time permits for an expanded scope of Solar Power Panel installations be in place by September 30, 2023.

The Planning and Building Department currently has an online solar power panel submittal and permitting application that provides real time or near real time permit issuance for a limited scope of solar power permits. If awarded, the grant would California Automated Permit Processing (CalAPP) Program Grant June 7, 2022

allow the Planning and Building Department to contract with an outside vendor to assist in the development of an expanded program that provides additional options in line with the California Energy Commission requirements for Solar Power Panel installations to our customers. The funds would help offset the need for city funds to implement the required program.

IMPACT ON BUDGET:

If any grant funds are awarded, the Planning and Building Department’s budget will be increased in the appropriate fiscal year commensurate with the grant funds received.

Respectfully submitted,
Ted White
Planning and Building Director
