SUBJECT: RULES OF ORDER AND PROCEDURES

REQUESTED ACTION:
That the City Council, by Resolution, amend and restate the Council Rules of Order for the Conduct of Meetings to revise the Order of Business such that the Council Communications portion of the agenda is moved to follow Public Comments, and a new item solely for agendizing future matters is added near the end of the meeting; and approve other minor revisions.
DISCUSSION:
At the May 24, 2022 Council Meeting, Mayor Pro Tem O’Neil requested a revision to the Council Meeting rules and procedures in order to change the order of business on the agenda. The proposal amends Section 2.01 of the Rules of Order so that the Council Communications section is moved to follow immediately after Public Comment, and will no longer be used for agenda setting. Rather, there will be a new “Council Agenda Setting” section that will be added immediately following Public Comments for Non- Agenda Items.
In addition, a minor edit was made to Section 3.04 to allow either the Chair or City Clerk to declare the results of voice votes and clean-up edits were made throughout the resolution.
IMPACT ON BUDGET:
There is no budgetary impact.
