CITY COUNCIL AGENDA REPORT
City of Anaheim
HOUSING AND COMMUNITY DEVELOPMENT
DEPARTMENT
DATE: JUNE 7, 2022
FROM: HOUSING AND COMMUNITY DEVELOPMENT DEPARTMENT
SUBJECT: CALWORKS VOCATIONAL TRAINING PROGRAM VENDOR
AGREEMENTS
ATTACHMENT (Y/N): YES ITEM # 08
RECOMMENDATION:
That the City Council, by Motion, approve California Work Opportunity and Responsibility to Kids (CalWORKs) Agreements by and between the City of Anaheim and Brownson Technical School, Inc., in an amount not to exceed $100,000; and KD Education, LLC dba Healthstaff Training Institute, in an amount not to exceed $200,000, for the provision of vocational skills training, each for a term expiring June 30, 2024, and authorize the Director of Housing and Community Development to execute and the Workforce Development Manager, or designee, to administer the agreements on behalf of the City.
DISCUSSION:
The Workforce Innovation and Opportunity Act (WIOA), signed into law on July 22, 2014, is designed to help job seekers access employment, education, training, and support services to succeed in the labor market. The Anaheim Workforce Connection administers WIOA funded programs in the City of Anaheim.
CalWORKs is a welfare program that gives cash aid and services to eligible needy California families. The program serves all 58 counties in the State and is operated locally by county welfare departments. If a family has little or no cash and needs housing, food, utilities, clothing, or medical care, it may be eligible to receive immediate short-term help. Anaheim Workforce Connection and our local CalWORKs providers work together to coordinate employment services for CalWORKs and work-eligible clients. Through this partnership, eligible clients can access post-secondary schools and programs that provide training that may lead to employment in high demand occupations. The Employment Development Department (EDD) is the entity responsible for vetting all training providers and maintaining the comprehensive Eligible Training Provider List (ETPL) used for this purpose.
Attached for consideration are the agreements with Brownson Technical School, Inc. and KD Education, LLC, dba Healthstaff Training Institute to provide vocational skills training to CalWORKs participants. Both providers are in the State ETPL.

Workforce Development Division grant funds are included in the Housing and Community Development Department budget and are restricted for such programs.
