DISCUSSION:
The Project bids are summarized as follows:
1. Hampton Tedder Electric Company, Montclair, CA ......................$6,815,393.90
2. Hot Line Construction, Inc., Brentwood, CA..................................$7,137,575.06 Award of Construction Contract for the Electric Line Extension (Wanda Circuit) Phase 2 and Approval of Agreement for Union Pacific Railroad Company Crossing
June 7, 2022
3. Asplundh Construction LLC, Buena Park, CA .............................$7,196,659.09
4. E.E. Electric, Inc., Jurupa Valley, CA .............................................$8,465,876.00
5. Herman Weissker Power, Inc., Anaheim, CA.................................$9,506,770.85
6. Danella Power Services of CA, Hawthorne, CA.............................$11,792,496.75 As part of the Public Utilities Department’s Capital Improvement Plan, this Project is the second of two phases to provide additional electrical infrastructure to relieve other heavily loaded circuits between electrical substations and meet the electric service needs of the Platinum Triangle and the nearby vicinity. The high voltage circuit is referred to as the “Wanda Circuit” as circuits extending from substations have naming conventions that facilitate operational procedures. The first phase was completed in 2019. The additional infrastructure along Ball Rd. between Claudina St. and State College Blvd. will improve capacity and provide operational flexibility to restore power more efficiently during outages.
The bid price reflects the current bidding environment, appears to be reasonable, and is within the available funding. Liquidated damages for this project shall be $1,000 per day.
Construction is scheduled to begin during the summer of 2022 and is estimated to be completed in the spring of 2023.
During construction, new underground electrical lines will need to cross beneath the Union Pacific Railroad (UPRR) tracks on Ball Road, just east of Claudina Street. This requires a Wireline Crossing Agreement with UPRR, which would allow the contractor to install the conduits in casing underneath the UPRR tracks on behalf of the City. The Agreement license fee of Thirty-Three Thousand, Six Hundred Dollars ($33,600) grants to the City the right to construct its facilities and to operate and maintain its facilities under UPRR’s right-of-way.
In coordination with the Public Works Department’s planned street improvement project for this area, electrical undergrounding construction will be completed before installation of newly paved streets and sidewalks..
COMMUNITY WORKFORCE AGREEMENT (CWA):
This Project is not covered “Project Work” as defined in the Amended and Restated Community Workforce Agreement (CWA). Electric utility work on high voltage utility equipment and other special utility construction work are specifically exempt and excluded from the scope of the CWA.
ENVIRONMENTAL DETERMINATION:
Anaheim Public Utilities recommends that City Council determine that the Project is categorically exempt from CEQA pursuant to Sections 15301(b), 15302(c), and 15303 of Title 14 of the California Code of Regulations. The Project will consist of installing new underground electrical facilities and installing minor street apparatuses to improve system reliability. There is no potential for significant effect on the environment.
