CITY COUNCIL AGENDA REPORT
City of Anaheim
FINANCE DEPARTMENT
DATE: JUNE 7, 2022
FROM: FINANCE DEPARTMENT
SUBJECT: AUTHORIZE THE PURCHASE OF FUEL MANAGEMENT
TERMINALS FOR THREE NEW FUELING LOCATIONS
ATTACHMENT (Y/N): NO ITEM # 04
RECOMMENDATION:
That the City Council, by Motion, waive the sealed bidding requirement of Council Policy 4.0 and authorize the Purchasing Agent to issue a purchase order to E.J. Ward, Inc. (Ward), in the amount of $104,367.04 plus applicable tax for the installation of new fuel management terminals and related components at three existing fire stations. This will support the integration of these locations with the current proprietary fuel management system that is in place throughout the City.
DISCUSSION:
The City of Anaheim has numerous fueling stations that have been in place for several years to provide gasoline, diesel fuel, and compressed natural gas to the City’s fleet of vehicles and equipment. To support the fuel management process, Ward provides proprietary fueling terminals, fuel management hardware, and fuel management software that collects real-time information enabling the City to effectively manage fuel transactions, monitor fuel levels, consumption, and ensure regulatory compliance.
The authorization will allow the City to purchase all necessary components as a complete package to establish three new on-site fuel terminals and integrate Fire Stations 2, 8, and 11 into this fuel monitoring system. Ward technicians will assemble the fuel control terminal, hose module, tank monitoring system, perform as needed wiring, and will test the operating system to complete the installation. Additionally, Fleet technicians will receive training on how to operate and troubleshoot the fuel stations which will allow them to recognize and eliminate potential equipment issues.
The expansion of the program will help maximize fuel efficiency while simultaneously allowing for more control over fuel inventories, enhanced regulatory compliance functionality, and improved reporting and data-gathering capabilities for the City’s fleet of vehicles and equipment. The provided pricing is per the Sourcewell Cooperative Agreement #092920-EJW, which was competitively solicited and offers the City a significant discount.
