Better Way Anaheim
2022 1st Amendment Agreement with the City of Anaheim
Job Opportunity and Skills Development Program
Scope of Services

Introduction
JMh – Anaheim (JMh) is a 501c3 Non-Profit Organization whose mission is building bridges of connection between various sectors in Anaheim that add goodness and create resiliency.

Doing Business as “Love Anaheim,” JMh is a “service project platform” that seeks to love and serve Anaheim by “spreading goodness, meeting needs, and demonstrating kindness.” Better Way Anaheim (BWA) , a City of Anaheim “Pathway to Work ” for Homeless partnership program with JMh providing Homeless individuals work-like experience, project-based learning opportunities, and connection to services, was launched by JMh in December 0f 2017. BWA has successfully served nearly 2000 homeless individuals since its launch. The COVID-19 Pandemic caused job losses and significantly reduced opportunities for homeless to find work. The BWA Job Opportunity and Skills Development Program will provide immediate opportunities for Anaheim’s Homeless to work. This unique program will provide both service opportunities and 1 day a week of employment in addition to l ife skills education, connection to services, job coaching and a link to a job opportunity network.

Deliverables include:
o Address the COVID-19 Pandemic job losses and loss of job opportunities for homeless individuals by further developing the BWA Job Opportunity and Skills Development Program, (BWA Program), over a 3-year timeframe.
o Provide comprehensive management for the BWA Program that develops and extends the current program into future years.
o Provide a 4-5 hour work-like opportunity (service project) for up to 100 homeless participants per month, with projects such as park / neighborhood beautification, painting, landscaping, trash clean up, and food pantry operations - all within the City of Anaheim. o Provide compensation through employment (a paycheck) or by providing a gift card pack (a $60-$75 value) to each participant upon completion of the 4–5-hour project. o Assist with transportation for BWA Program participants to / from project locations, encouraging self-transportation for those with resources to do so. o Provide a Program Manager for the BWA Program as a whole and a Supervisor for each service project, to give BWA Participants instructions, guidance, encouragement, and support.

Exhibit A-1
o Develop and implement in year #1, a unique to JMh, Life Skills curriculum * (made up of “public domain” information) that will be imbedded into the service projects so that a 15- hour Life Skills Certificate can potentially be achieved by each BWA Participant. o Develop in year #2, a network of Anaheim companies, businesses, employers, and contractors who are willing to identify and contribute jobs for participants in the BWA Program. o Develop in year #3, a network of Life Skills Coaches and Job Coaches who will serve the BWA Program participants as Life Skills and / or Job Coaches. o Coordinate with the Anaheim Workforce to identify training and employment opportunities. o Track pertinent data / statistics and produce a monthly report. Post information on social media and on the BWA website.
o Invoice the City of Anaheim each month with a Cost for Services Invoice that reflects the operating costs (see attached invoice example).
o Work alongside the Anaheim Homeless Collaborative (AHC) and its many partnering organizations / agencies as it re-develops in 2022 / 2023 to provide resources such as:
 Vetting of Homeless individuals to find those “willing, able, and likely to succeed” to participate in the BWA Program.
 Building an awareness of the “continuum of care” concept so that participants can be encouraged to take their next step in obtaining life, social, and job skills in order to gain part time or full-time employment because of their participation.  Connecting each BWA Program participant to City Net and to Chrysalis for services.  Connecting BWA Program participants to organizations in the AHC, as well as to services provided by those organizations.
 Assistance with tracking BWA Program participants to determine effectiveness in assisting Homeless Neighbors in gaining life skills, job skills and finding employment.  Helping each participant in the BWA Program to identify and take their next step using the resources provided to them.
 Recognizing and building a value for volunteerism in order to assist JMh, Love Anaheim and Better Way Anaheim to be successful and sustainable.  Developing relationships with both volunteers and with the BWA Program participants in order for those involved to be a coach / cheer leader / advocate for their success in the potential of obtaining a job and permanent housing (not necessarily in that order). * These are the top 10 Core Life Skills the WHO (World Health Organization) and U.N.I.C.E.F. have identified that are important for the well-being of individuals.
