SUBJECT: APPOINTMENT TO REGIONAL AGENCY - ORANGE COUNTY WATER DISTRICT, DISTRICT 9

ACTION:
That the City Council consider appointing a representative to serve on the Orange County Water District, District 9.
DISCUSSION:
Former Mayor Harry Sidhu served as the City’s regional representative on the Orange County Water District (OCWD), District 9. At the June 7, 2022 Council meeting, City Council removed Mr. Sidhu as the City’s regional representative and directed staff to commence an application process to fill the vacancy on OCWD. Following the June 7 Council meeting, the vacancy and application process was posted on the City’s website and advertised through the City’s social media postings, as well as the City’s local newspaper.
The OCWD is comprised of 19 cities and water agencies and is committed to improving Orange County’s groundwater and providing local water retailers with reliable, adequate, high-quality water supply at the lowest reasonable cost in an environmentally responsible manner. The Board meets twice a month, 1st& 3rd Wednesday of each month at 5:30 PM (Orange County Water District, 18700 Ward Street, Fountain Valley). The representative appointed may be a sitting Council Member or resident/voter of the City of Anaheim.
The City has complied with FPPC regulation 18705.5, which requires posting those certain paid positions in which members have self-appointment authority and therefore the City Council may vote on the appointment.
IMPACT ON BUDGET:
Representation by the City Council on Regional Agency Boards has no direct budgetary impact.
