RECOMMENDATION:
That the City Council, by Motion, approve Contract Change Order No. 1, in the amount of $121,729.92, in favor of All American Asphalt for the State College Boulevard Improvements from Ball Road to SR 91 Freeway on State College Boulevard from Ball Road to 650 feet north of Romneya Drive, and authorize and direct the Director of Public Works, on behalf of the City, to execute the Contract Change Order and any related documents.
DISCUSSION:
On January 29, 2019, the City Council awarded the Master Agreement for Street Construction and Immediate Response Program, in an amount not to exceed $750,000 per work order package to seven contractors. On November 29, 2021, Public Works awarded a work order and the corresponding Notice to Proceed to All American Asphalt to rehabilitate the asphalt concrete in lanes on State College Boulevard that were not a part of Orange County Sanitation District’s (OCSD) Sanitary Sewer Improvements project 2-72B. The City awarded improvements including removing and reconstructing sidewalks, curb and gutters, access ramps, installation of striping, pavement markings, and repainting curbs as well as the adjustments and replacement of public utilities (water valves, sewer manholes, etc.)
This change order utilized the favorable unit pricing received through the competitive public bid process for similar work in the original project scope, includes street repairs on State College Boulevard from Ball Road to 650 feet north of Romneya and additional pending street repairs on behalf of OCSD project 2-72B. Amending the original city project scope to include this adjacent pavement substantially reduced construction and administrative costs, accelerated the completion of improvements in this community, shortened the disruption to State College Boulevard, and improved State College Boulevard from Ball Road to 650 feet north of Romneya with new asphalt pavement in all travel lanes. The cost of the work done on behalf of OCSD is $65,000 and the amount has been negotiated to be deducted from the city’s fair share for OCSD Sanitary Sewer Improvements project 2-72B.

Approval of this Contract Change Order No. 1, in the amount of $121,729.92, will increase the contract by approximately 25.11% to a new total of $606,577.92.
IMPACT ON BUDGET:
Sufficient funds are available in the Public Works FY 2021/2022 restricted Transportation Funds budget.
