CITY COUNCIL AGENDA REPORT
City of Anaheim

ECONOMIC DEVELOPMENT DEPARTMENT
DATE: JUNE 21, 2022
FROM: ECONOMIC DEVELOPMENT DEPARTMENT
SUBJECT: AMENDED AND RESTATED MEMORANDUM OF

UNDERSTANDING AND LICENSE AGREEMENT WITH
CHRYSALIS FOR THE PROPERTY LOCATED AT 290 S.

ANAHEIM BOULEVARD
ATTACHMENT (Y/N): YES ITEM # 07
RECOMMENDATION:

That the City Council, by Motion, approve an Amended and Restated Memorandum of Understanding and License Agreement (“Agreement”) in substantial form, by and between the City of Anaheim (“City”) and Chrysalis, a 501(c)(3) non-profit organization (“Licensee”), in the amount of $1.00 annually, to provide office and program space at 290 S. Anaheim Boulevard for the Chrysalis Employment Program for an initial two year renewal term though June 30, 2024 with one additional one year extension; provide funding for up to $50,000 for building repairs and improvements; and authorize the Economic Development Director to execute and implement the terms of the Agreement.

DISCUSSION:

On June 19, 2018, the City Council and the Successor Agency to the former Anaheim Redevelopment Agency approved an Agreement with Chrysalis to operate the Chrysalis Employment Program which includes job readiness preparation, Chrysalis Enterprises, and job retention. Since its opening at 290 S. Anaheim Boulevard, Chrysalis has provided phone and computer access for clients to communicate with potential employers, computer labs to search for or apply to jobs, one-on-one resume writing and interview training, bus tokens to enable clients to attend job interviews, and access to business attire and personal grooming items. Chrysalis also offers job preparation workshops, one-on-one case management, and access to resources to overcome trauma and build self-confidence. Chrysalis also works collaboratively with the City and other Orange County Continuum of Care agencies to support regional efforts to address homelessness.

The original Agreement term ended May 4, 2021, and was extended to July 1, 2022.

Chrysalis is now seeking an amendment to the Agreement to extend the term until July 1, 2024, with one (1) additional option to extend to July 1, 2025. Under the terms of the proposed Amended and Restated Agreement, during the final one year Renewal Term, either party may terminate the Agreement without cause with a 90 day notice of termination.

Further, the City’s obligation in the original License Agreement to provide up to $100,000 annually to Licensee for operations has been deleted. The proposed amended Agreement provides for the City to allocate up to $50,000 over the term of the Agreement to cover the cost of needed building repairs or improvements to serve the Licensee. Finally, the proposed Agreement allows the City to install branding material on the lower level windows of the building to promote economic development initiatives in and around Center City.

City staff has had conversations with Chrysalis, and the non-profit has acknowledged, that the building is part of the former Redevelopment Agency’s Long Range Property Management Plan inventory. As such, the property will be sold for future development in accordance with Redevelopment Dissolution Law and the Surplus Land Act, and proceeds will be distributed to the affected taxing agencies. The revised Agreement provides the City access to the Licensed Area as needed to conduct inspections of the property and perform any testing necessary to prepare the site for redevelopment purposes.

IMPACT ON BUDGET:

Should the Licensee require building repairs or improvements, the City will be obligated to fund said costs, not to exceed $50,000. Sufficient funds are included in the Economic Development department’s Long Range Property Management Plan fund budget.

Respectfully submitted,
Sergio M. Ramirez
Director
