SUBJECT: AMENDMENT TO COUNCIL POLICY 1.6 – AGENDA SETTING

ACTION:
That the City Council, by Resolution, amend City Council Policy 1.6 relating to the manner in which Council Members may place matters on a future agenda of a regular City Council meeting.
DISCUSSION:
At the request of Council Member O’Neil, Council Policy 1.6 is agendized to consider amendments to the process in which items are placed on a future agenda by Councilmembers. The proposed amendment would delete the language that provides for a Council requested item to be placed on a future agenda, at least two other Councilmembers must support the request. The proposed amendment would not alter the Mayor’s authority to place an item on a future agenda outside of an open meeting through the City Manager’s office. The proposed policy provides that when both Councilmembers and the Mayor are exercising their agendizing authority, each shall consult with the City Manager regarding preparations for and timing of the agenda item requested.
In addition,
the proposed amendment provides that if the requested item does not receive the requisite support, a Councilmember may not request that same item or a substantially similar item be agendized for a minimum of six months, unless the request receives the support of at least two other Councilmembers.
IMPACT ON BUDGET:
This amendment will have no budgetary impact.
