CITY COUNCIL AGENDA REPORT
City of Anaheim
FINANCE DEPARTMENT
DATE: JULY 12, 2022
FROM: FINANCE DEPARTMENT
SUBJECT: ACCEPTANCE OF BIDS FOR PURCHASE OF WATER METERS ATTACHMENT (Y/N): NO ITEM # 03
RECOMMENDATION:
That the City Council, by Motion, accept the bids from Mueller Systems and Badger Meter, Inc., in the respective amounts of $212,673 and $159,019, plus applicable tax and a 20% contingency, for the purchase of water meters for Anaheim Public Utilities for a one-year period with four optional one-year renewals; and authorize the Purchasing Agent to execute the renewal options, all in accordance with Bid # 9583.
DISCUSSION:
Purchasing solicited bids from known suppliers and posted the bid on the City’s bid portal. Sealed bids were received by 2:00 p.m., June 3, 2022, from the following bidders, and were publicly opened immediately thereafter.
Bidders Bid Price
Mueller Systems $280,373.59*
Cleveland, North Carolina
Badger Meter, Inc. $382,466.60
Milwaukee, Wisconsin
*Bidder submitted a partial bid.
The bid was based on estimated annual quantities of water meters of various sizes and types, which were grouped into five (5) categories: residential, residential fire, compound, dual-use (fire & domestic), and fire hydrant construction. Bidders were allowed to submit a bid on any category(s) to help encourage greater competition. These items will be ordered as needed over the course of the agreement to replenish inventory levels.
DRAFT
Acceptance of Bids for Purchase of Water Meters
July 12, 2022
Each of the categories were evaluated, and the award is recommended to the vendor with the lowest responsive bid for each category. The specific awards are shown below.
Bidder Awarded Items
Mueller Systems 1-8 (category 1)
Badger Meter, Inc. 9-29 (categories 2-5)
One hundred (100) potential bidders received notification of this bid, and 23 prospective bidders registered to view it. In addition to the two bids received, one bidder submitted a no-bid letter, and another considered responding but ultimately did not submit a bid.
Purchasing staff reached out to the other potential bidders, and only one indicated that they could not meet all of the City’s requirements.
Prices shall remain firm for the initial base period. Pricing for the renewal periods shall be negotiated each year with any increases not-to-exceed the change in the Consumer Price Index (CPI) for the Los Angeles, Riverside, and Orange County areas for the preceding 12-month period. If an industry-wide price increase in raw materials exceeds CPI, an equitable price adjustment may be negotiated if it is in the City's best interest.
The 20% contingency is recommended to provide the ability to address any unforeseen requirements that may arise during the term of this agreement.
IMPACT ON BUDGET:
Sufficient funds are available in the Anaheim Public Utilities Department’s Fiscal Year 2022/23 restricted Water Capital Improvement Program budget. Funding for subsequent years will be subject to Council’s approval of budget appropriations.
Respectfully submitted, Concurred by,
Barrick L. Bartlett Dukku Lee
