CITY COUNCIL AGENDA REPORT
City of Anaheim

FIRE & RESCUE DEPARTMENT
DATE: JULY 12, 2022
FROM: FIRE & RESCUE DEPARTMENT
SUBJECT: DONATION OF EQUIPMENT TO CENTRAL NET TRAINING
CENTER
ATTACHMENT (Y/N): NO ITEM # 02
RECOMMENDATION:

That the City Council, by Motion, authorize the Purchasing Agent to waive Administrative Regulation 425, “City Property”, allowing Anaheim Fire & Rescue to donate obsolete driving simulator training equipment to Central Net Training Center.

DISCUSSION:

In 2015, Anaheim Fire & Rescue purchased driver training simulator equipment utilizing the Assistance for Firefighters Grant (AFG) program. The original purchase price of $343,980 was offset by $309,582 in grant funds, resulting in a local match of $34,398.

The intent of acquiring the equipment was to develop a regional fire apparatus driver training program based at North Net Training Center. In practice, there has been limited interest in simulated driver training in the region and the equipment has not been used for several years. At this time, necessary software upgrades would cost almost $5,000 and maintenance would be an additional $10,000 annually. With a demonstrated lack of demand for simulator training, the cost to continue to maintain the software and house the equipment at North Net, in space that could be used for revenue-generating classes and meetings, outweighs the benefits of upgrading the system.

Staff investigated the resale value of the equipment. Typically, the equipment is scrapped once it exceeds its life expectancy. Software and maintenance need to be updated annually for it to retain any resale value after 8-10 years. Currently, the equipment is valued at about $2,000. The cost to have the equipment dismantled, removed from North Net, and scrapped would be approximately $7,000, exceeding the potential resale value.

Donating the equipment to Central Net Training Center, operated by the Huntington Beach Fire Department, will save Anaheim the cost to remove and scrap the equipment.

Central Net has offered to incur all costs and liability to remove the equipment from North Net and move it to their own training center.

IMPACT ON BUDGET:

There is no budgetary impact associated with donating this equipment. Staff has secured approval from the grantor office for the disposition of the equipment.
