That the City Council, by Motion:
1) Approve an agreement between the City of Anaheim and Lyons Security Service, Inc., to provide professional security guard services not to exceed $2,832,960 per year with an initial four-year term and up to two one-year optional extensions, with a 20% contingency for extra services, if needed; and 2) Authorize the Public Works Director or designee, on behalf of the City, to execute the Agreement and to take any and all actions as are necessary to implement and administer the Agreement, including any extensions.

DISCUSSION:

The City provides professional security guard services at the Civic Center, which includes City Hall, Anaheim West Tower, and the adjacent parking structures. The security guard services are currently responsible for security screening and active patrolling throughout the Civic Center to ensure safety and accessibility to our employees, residents, businesses, and visitors. The security guards operate on a 24 hour/7 day a week schedule.

Allied Universal Security Services is the current provider for security guard services at the Civic Center and the contract was set to expire on June 30, 2022. At the last City Council meeting on June 21, 2022, Council approved an extension for an additional six (6) months in order to avoid a lapse in services while the procurement process was completed.

The Request for Proposal for these services was advertised through the City’s bid portal.

Eighteen (18) proposals were received and evaluated in accordance with Council Policy
