CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: JULY 19, 2022
FROM: FINANCE DEPARTMENT
SUBJECT: APPROVE FIRST AMENDMENT TO THE AGREEMENT FOR

SCHOOL CROSSING GUARD SERVICES
ATTACHMENT (Y/N): YES ITEM # 04
RECOMMENDATION:

That the City Council, by Motion, approve the First Amendment to Agreement with American Guard Services, Inc., to increase the spending limit for the 2022-23 year by $54,240, increasing the original amount of $1,018,992 to $1,073,232 for school crossing guard services.

DISCUSSION:

In June 2018, the City Council authorized the award of Request For Proposal (RFP) #9126 to American Guard Services, Inc. to provide crossing guard services. The contract provides approximately 32,320 hours of crossing guards and 3,840 hours of supervisory services annually. When the RFP was originally published in 2018, bidders were asked to provide firm pricing for each year of the agreement, with any additional compensation to be negotiated only at the City’s sole discretion should unusual and/or unforeseeable circumstances arise. As a result of unforeseen challenges including the existing labor shortage and the Covid-19 pandemic, American Guard Services, Inc. has requested, for this fifth year of the agreement, an increase of $1.50 per hour from the originally proposed pricing thereby making the new rates $29.49 for crossing guards and $31.28 for supervisors. To ensure continuity of service, city staff recommends approving the increase for this final year of the agreement.

IMPACT ON BUDGET:

Sufficient funds have been allocated in the Police Department’s Fiscal Year 2022/23 General Fund Budget.

Respectfully submitted, Concurred by,
Barrick L. Bartlett Jorge Cisneros
Purchasing Agent Chief of Police
