Urban Area Security Initiative (UASI) grant funds will be used to purchase 172 night vision devices and the associated helmet mounts for JHAT and SWAT from 14 Orange County Police agencies. These upgraded devices will provide the teams with white phosphor night vision goggles (NVG) technology, which allows users to see more features with more detail in lower, or no light conditions, with considerably more physiological efficiency than the current outdated green phosphor NVGs. The white phosphor NVG technology will enhance searches, detection, screening, and threat assessment. Per the Anaheim Police Department, the Binocular Night Vision Devices are not Military Equipment under California law and therefore are not encompassed by the City’s Military Equipment Policy.

IMPACT ON BUDGET:

Sufficient funds are available in the Police Department’s restricted Urban Area Security Initiative (UASI) grant budget in Fiscal Year 2022/23. There is no local match requirement.

Respectfully submitted, Concurred by,
Barrick L. Bartlett Jorge Cisneros
Purchasing Agent Chief of Police
