CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: AUGUST 9, 2022
FROM: FINANCE DEPARTMENT
SUBJECT: AUTHORIZE VEHICLE PURCHASES FOR FISCAL YEAR
2022/23
ATTACHMENT (Y/N): YES ITEM # 07
RECOMMENDATION:

That the City Council, by Motion, authorize the Purchasing Agent to issue purchase orders, in a total amount not-to-exceed $7,645,043 plus applicable taxes, for various City vehicles described herein for the 2022/23 fiscal year.

DISCUSSION:

The vehicle replacement plan for Citywide fleet management, which was paused as a savings mechanism during the pandemic, is being reinstated for the 2022-23 fiscal year.

In prior years, there was a planned replacement for City vehicles and equipment under established fleet guidelines. Factors considered in the replacement of vehicles include excessive mileage, age, maintenance costs, unit hours, maintenance history, safety, and normal life expectancy.

For the 2022-23 fiscal year, a total of 96 vehicles are included in the purchase plan for vehicles and equipment scheduled for replacement, to meet additional needs, and to meet state emissions requirements. The first page of the vehicle list marked “Fleet Funded” are for those vehicles being centrally funded by the Public Works Motorized Equipment fund. The total of 54 vehicles, which includes four specialty vehicles, is broken down by department as follows: two for Community Services, 32 for Police, two for Fire & Rescue, eight for Public Works, five for Planning, and five for the Convention Center.

The second page of the vehicle list marked “Department Funded” are for those vehicles being directly funded by each respective department. A total of 42 vehicles are listed for Police, Fire & Rescue, Planning, Public Works, and Public Utilities. Police has included six patrol units and four pickups, Fire & Rescue is requesting three large trucks, Planning is requesting one full-sized truck, and Public Works Operations and Maintenance is proposing the replacement of two street sweepers that are past their useful life expectancy. Public Works also requests the addition of three full-sized trucks.

Public Utilities is recommending replacement of a truck for hauling heavy equipment with a Compressed Natural Gas (CNG) fueled semi-truck with a setback tandem axle, three flatbed trucks, three service body trucks, one tandem axle digger derrick truck for installing streetlight and power poles, two pickup trucks for field staff, three Authorize Vehicle Purchases for Fiscal Year 2022/23

maintenance vans, and seven electric compact sedans to replace CNG fueled vehicles.

Additionally, Public Utilities is requesting the following new equipment: one mini excavator for underground repair work, one large mobile generator to provide customers temporary power during lengthy outages, and one electric golf cart for the Lenain Treatment Plant.

The Purchasing Division will solicit bids and/or evaluate available cooperative agreements to determine the best method to acquire the equipment and vehicles identified on the attached lists in accordance with Council Policy 4.0. In order to expedite the purchases, it is recommended that the Purchasing Agent be authorized to issue purchase orders to the successful vendor(s) immediately after evaluation of the bids and agreements, rather than having to return to City Council for approval of the individual awards. In the unlikely event any of the equipment listed is found to be limited to a single source, the Purchasing Agent will verify and document the reasons for the sole source prior to purchase.

IMPACT ON BUDGET:

Funding for the centralized fleet purchases has been included in the budget for the Public Works Department’s Fleet & Facilities Motorized Equipment Fund for FY 2022/23. Funding for the department funded purchases are included in various FY 2022/23 budgets for each listed department.

Respectfully submitted, Concurred by,
Barrick L. Bartlett Rudy Emami
Purchasing Agent Public Works Director
