DISCUSSION:
FY 2022-2023 Annual Action Plan
The City of Anaheim receives funding from the U.S. Department of Housing and Urban Development (HUD) for four major programs: Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons With AIDS (HOPWA) Program funds. These programs are used to address critical, unmet local needs in the areas of affordable housing, public facilities, infrastructure, economic development, and public services.
The FY 2022-2023 Annual Action Plan sets forth the City’s proposed activities to achieve the Housing and Community Development goals described in the 2020-2024 Consolidated Plan approved by the City Council in July 2020.
As identified in the Annual Action Plan (attached), the proposed programs and activities are as follows:
• Preservation and expansion of affordable housing through rehabilitation, production, and financial assistance
• Housing for persons with special needs, including subsidy assistance, social services, and accessibility needs

• Community and public services specifically for youth, the elderly, the homeless, and persons with disabilities
• Economic development and programs focused primarily on job training, life skills, and career preparation
• Public facility and infrastructure/Americans with Disabilities Act (ADA) improvements to improve neighborhood parks and libraries • Code enforcement
• Fair housing services
The FY 2022-2023 Action Plan budget includes:
Refer to Attachment 1 for the detailed funding recommendations and Attachment 2 for the 2022-2023 Action Plan.
To comply with federal regulations and as part of the planning process, staff hosted an Annual Action Plan workshop and delivered a presentation to service providers in the month of June 2022. In the presentation, staff gave a general overview of the four entitlement programs, discussed anticipated funding and provided public hearing information in accordance with the Anaheim Citizen Participation Plan. The workshop allowed local non-profits to learn more about the planning process and proposed budget.
Additionally, the draft action plan was published for review and public comment from May 26, 2022 to August 3, 2022 during which time staff attended District Community meetings to make copies of the Draft Annual Action Plan available for public comment.
All comments received have been included as an attachment in the draft 2022-2023 Action Plan.
The Anaheim Citizen Participation Plan outlines that the City will hold a public hearing prior to submission of the Annual Action Plan to provide an opportunity for all citizens to review and comment on the proposed entitlement budget in accordance with HUD requirements. Due to the lack of quorum by the advisory body at the originally scheduled Public Hearing meetings on July 6, 2022 and August 3, 2022, staff is requesting that the CDBG allocated $ 3,376,620
CDBG (unprogrammed funds) $ 874,857
Total CDBG Funds $ 4,251,477
HOME $ 1,672,684
Total HOME Funds $ 1,672,684
ESG allocated $ 287,218
ESG (unprogrammed funds) $ 80,983
Total ESG Funds $ 368,201
HOPWA $ 3,257,373
Total HOPWA Funds $ 3,257,373
TOTAL $ 9,549,735
FY 2022-2023 Annual Action Plan
August 9, 2022
item be heard and by motion, approved by City Council on August 9 in order to meet the HUD submittal deadline.
IMPACT ON BUDGET:
All activities in the FY 2022-2023 Annual Action Plan are anticipated to be fully funded by HUD grants and are included in the FY 2022-2023 Citywide budget. In the event grant funds are reduced or eliminated, the Annual Action Plan would be amended to only support activities that are fully funded by available grant allocations.
Respectfully submitted,
Grace Ruiz-Stepter
Director of Housing & Community
Development Department
