DISCUSSION:
The Department of Public Works desires to contract with the pre-qualified Contractor for the modernization of five elevators servicing City Hall, which includes three interior traction systems in the tower, two hydraulic systems in the Annex, and parking structure.
The proposed modernizations will include, but not be limited to, upgrades to the controller equipment, hoist machines and motors, electrical wiring, control panels, door tracks, and includes a four year extended maintenance period. The modernizations will improve the overall efficiency and operational reliability, ride quality, passenger comfort, cost effectiveness, and conform to current codes for the existing elevators ranging in age between 20 and 42 years. The use of the design-build method will help to expedite the Award of Design-Build Agreement for 200 South Anaheim Boulevard Elevator Modernization Project August 9, 2022
delivery of the project and attempt to curtail the rising price and delays of the current economic environment.
Pre-Qualification Process
The design-build procurement for the Project followed the Anaheim Municipal Code (AMC) Chapter 10.6 – Design-Build Contracting for Public Works Projects through a one-step process. The Request for Qualifications (RFQ) and Request for Proposals (RFP) were advertised through the City’s online bidding platform on February 3, 2022. The RFQ and RFP established the minimum qualifications and criteria to rank the design-build entities. The City received two (2) proposals on March 17, 2022. One of the entities was deemed non-responsive. The ranking is shown below:
Rank Design-Build Entity
1 Otis Elevator Company
Non-responsive Elite Elevator Service
Otis is recommended for award as the most qualified firm. The Contractor provides a proven track history, innovative concepts, developed work plan, value engineering options, adaptability of the systems, and a cost effective proposal in line with the engineers estimate. The Contractor has performed on similar scope projects on a city, state, national, and global scale. The Contractor is located within the City demonstrating their ability to dispatch, respond, and provide adequate resources for response calls.
In addition, Otis has familiarized themselves with the various subtleties of the project including impacts to the client/public, schedule, services, permitting, value engineering, and ongoing maintenance. During the evaluation, Otis proposed options aimed at reducing the schedule for delivery by taking advantage of multiple team dispatching to shorten the City’s estimated project schedule. As part of the proposal, Otis has included the interim maintenance required during construction of the project for the existing systems, a one year warranty period, and an additional four years of maintenance, which will provide the City with uninterrupted labor and material for routine maintenance for a period of five years.
ENVIRONMENTAL DETERMINATION:
The project to be undertaken under this Agreement will consist of replacements, repairs, and maintenance which fall into the following CEQA Categorical Exemptions: Section 15301 and/or Section 15302 of Title 14 of the California Code of Regulations.
IMPACT ON BUDGET:
Adequate funds are provided in the Public Works Department’s Fiscal Year 2022/2023 Facility Maintenance Fund budget.
Respectfully submitted,
Rudy Emami
Director of Public Works
