CITY COUNCIL AGENDA REPORT
City of Anaheim

HOUSING & COMMUNITY DEVELOPMENT

DEPARTMENT
DATE: AUGUST 9, 2022
FROM: HOUSING & COMMUNITY DEVELOPMENT DEPARTMENT
SUBJECT: A RESOLUTION APPROVING THE WORKFORCE

INNOVATION AND OPPORTUNITY ACT SUBGRANT

AGREEMENT WITH THE STATE OF CALIFORNIA
ATTACHMENT (Y/N): YES ITEM # 22
RECOMMENDATION:

That the City Council, by Resolution, approve the Workforce Innovation and Opportunity Act Subgrant Agreement between the City of Anaheim and the State of California for the term of April 1, 2022 through June 30, 2024, in the amount of $846,357, for youth services; and authorize the City Manager to execute and administer the agreement; and determine that approval of the agreement is exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Sections 15060(c)(3), 15061(b)(3), and 15378(b)(4).

DISCUSSION:

The City of Anaheim serves as a Local Workforce Development Area, pursuant to the Workforce Innovation and Opportunity Act (WIOA). In this role, the City is responsible for the administration of workforce development activities and execution of adult, dislocated worker, and youth funds allocated by the State of California.

The State conveys WIOA program funds to the City through a Subgrant Agreement.

The attached Subgrant Agreement is for Program Year 2022-2023. The first allocation made available through the Agreement is for youth services. The Youth allocation for Program Year 2022-2023 totals $846,357 and will be used to provide eligible youth with services prescribed by the WIOA including tutoring, workforce preparation and training, occupational skill training, and paid work experience.

Funding allocations for Adult and Dislocated Worker activities are forthcoming and will be unilaterally modified into this Subgrant Agreement at a later date. Preliminary noticing from the State of California Employment Development Department indicates we will receive approximately $823,495 for Adults and $809,630 for Dislocated Workers to provide those populations with WIOA prescribed services such as comprehensive skills assessment, job readiness training, job search assistance, on-the- job training, and occupational skills training.
